Özet
Genç işsizlik, bütün dünya ekonomilerinin son yıllarda karşısına çıkan önemli bir sorundur. Özellikle Türkiye gibi genç nüfusun yüksek olduğu ülkelerde bu sorunun uzun vadede daha ciddi sorunlara yol açacağı açıktır. Diğer taraftan Türkiye'nin gelişmiş ülkelerin aksine, mücadele ettiği diğer bir problem kayıt dışı istihdam oranlarının oldukça yüksek olmasıdır. Bu tezde kayıtlı istihdamı artırmak için 2018'de yürürlüğe giren ve 18-24 yaş arası genç erkeklerin istihdamını önceleyen İlave İstihdam Teşvikinin işgücü piyasasına etkisi incelenmiştir. Programın tasarımındaki yaş kırılımından hareketle Farkların Farkı Metodu ve Regresyon Süreksizlik Modeli kullanılmıştır. Farkların Farkı Metodu kullanılarak elde edilen bulgulara göre program, genç erkeklerin istihdam edilme olasılığını kayıtlı sektörde artırırken, kayıt dışı sektörde ise azaltmıştır. Ayrıca programın kayıtlı sektörde reel ücretleri düşürdüğü gözlemlenmiştir. Regresyon Süreksizlik Modeli kullanılarak yapılan tahminlerde ise programın sadece yürürlüğe girdiği yılda genç erkeklerin kayıtlı sektörde istihdam edilme olasılığını artırdığı sonucuna ulaşılmıştır.
Youth unemployment is an important problem faced by all world economies in recent years. It is clear that this problem will lead to more serious problems in the long run, especially in countries like Turkey with a high young population. On the other hand, unlike developed countries, another problem that Turkey struggles with is the high rate of informal employment. In this thesis, the effect of the Additional Employment Incentive, which came into force in 2018 in order to increase formal employment and prioritizes the employment of young men between the ages of 18-24, on the labor market is examined. Based on the age breakdown in the design of the program, the Difference of Differences Method and Regression Discontinuity Model were used. According to the findings obtained using the Difference of Differences Method, the program increased the employment probability of young men in the formal sector, while decreasing it in the informal sector. It was also observed that the program reduced real wages in the formal sector. Estimates made using the Regression Discontinuity Model, on the other hand, concluded that the probability of young men being employed in the formal sector increased only in the year the program entered into force.
