1908-1912 yılları arasında faaliyet gösteren II. Meşrutiyet döneminin ilk Meclis-i Mebusanı dönemin şartları içerisinde yönetim sisteminin demokratikleşmesine yönelik bir dizi düzenleme gerçekleştirmiştir. Çoğunlukla anayasa değişiklikleri ile gerçekleştirilen bu düzenlemeler ile Osmanlı Devleti’nin yönetim sistemine meclisin katılması ile oluşan yeni düzenin kuralları ve nasıl işleyeceği belirlenmeye çalışılmıştır. Bu çalışmada 1908-1912 yılları arasında Meclis-i Mebusan üyelerinin yeni meşruti düzene dair ortaya koydukları söylem demokrasi ve demokratikleşme kavramları çerçevesinde incelenmiştir. Bu incelemede eleştirel söylem analizi yöntemi kullanılmış, mebusların söylemleri söylem stratejileri, söylem teknikleri ve argümanlar kategorik tasnifi çerçevesinde incelenmiştir. Bu inceleme sonucunda mebusların siyasal düzenin genel yapısı ve siyasal aktörlerin bu düzen içerisindeki konumlarına dair iki tema çerçevesinde söylem geliştirdikleri tespit edilmiştir. Mebusların bu temalar kapsamında geliştirdikleri söylem strateji ve teknikleri incelendiğinde, yeni siyasal sistemin meşruiyetini sağlamaya yönelik olarak Osmanlı’nın kendi bilgi birikimi ve tecrübesi ile siyaset alanına dair çağdaş müktesebatı intibak perspektifiyle bir arada değerlendiren bir yaklaşım ortaya konduğu sonucuna ulaşılmıştır. Ayrıca milletin bir siyasal aktör olarak öne çıkarıldığı, meclisin milletle ilişkisinin yeni siyasal sistemdeki yerini sağlamlaştıracak şekilde kurgulandığı, hükümdar ve hükümet karşısında millet ve temsilcisi olan meclisin güçlü bir pozisyonda konumlandırılmaya çalışıldığı ve siyasal sistemde bir denge arayışına yönelik bazı kuralların belirlenmeye çalışıldığı tespit edilmiştir. Hakimiyet-i milliye anlayışının bir sonucu olarak milletin siyasal düzen için nasıl bir merkezi noktada konumlandırıldığı ve bu merkeziyetin siyasal alanda fail aktör olan meclis üzerindeki yansımaları analiz edilmiştir. Meclis tartışmalarında ortaya konan söylemin Osmanlı-Türk siyasal modernleşmesi sürecinde demokratikleşme olgusunun daha iyi anlaşılmasına yönelik bir imkân sunduğu belirlenmiştir.
The first Meclis-i Mebusan of the Second Constitutional Period, active between 1908 and 1912, undertook a series of legislative regulations aimed at democratizing the administrative framework within the prevailing conditions of the period. Through these regulations, primarily focused on constitutional amendments, an attempt was made to define the parameters and operational procedures of the new political order, which emerged through the integration of parliament in the administrative system of the Ottoman Empire. In this study, the discourse articulated by the members of the Meclis-i Mebusan regarding the new constitutional order during the 1908–1912 period is examined within the conceptual framework of democracy and democratization. Utilizing the method of Critical Discourse Analysis (CDA), the deputies' discourses were analyzed through the categorical classification of discourse strategies, discourse techniques, and arguments. The analysis reveals that the deputies developed discourses centered around two main themes: the general structure of the political order and the positions of political actors within this order. An examination of the discourse strategies and techniques developed within the scope of these themes leads to the conclusion that, to ensure the legitimacy of the new political system, an approach was adopted that evaluates Ottoman indigenous knowledge and experience in conjunction with the contemporary political acquis through a perspective of accommodation. Furthermore, it was determined that the "nation" was highlighted as a political actor; the relationship between the parliament and the nation was constructed to consolidate the parliament's position within the new political system; the parliament, as the representative of the nation, was positioned strongly against the monarch and the government; and attempts were made to establish rules aimed at seeking a balance within the political system. The study analyzes how, based on the concept of national sovereignty (hakimiyet-i milliye), the nation was positioned as the central focal point of the political order, and the reflections of this centrality on the parliament, which served as the active agent in the political sphere. It is determined that the discourse emerging from parliamentary debates offers a significant opportunity for a better understanding of the phenomenon of democratization during the process of Ottoman-Turkish political modernization.
