Kırılgan devletlerde yeterince iyi yönetişimin uygulanabilirliği: Afrika ülkeleri örneği

| dc.description.abstract | Yeterince iyi yönetişim, iyi yönetişimi daha gerçekçi ve uygulanabilir kılmak için önerilmiş bir kavram ya da bir alternatifi olarak tanımlanmaktadır. Ülkelerin mevcut durum ve şartlarının, karakteristik özelliklerinin, tarihsel ve kültürel yapısının göz önünde bulundurularak ülkelerinin koşullarına uygun hale getirildiği ve iyi yönetişim gündeminde de bir hiyerarşi olarak tanımlanabilecek önceliklendirmeyi içermektedir. Bugün yeterince iyi yönetişim kırılgan özellikteki ülkeler için daha gerçekçi olup, gerçek ve ideal arasında bir orta yolu ifade etmektedir. Çalışma istikrarlı ve düzenli devlet yapılanmasına sahip olmayan, kırılgan devlet olarak tanımlanan, birçok ülkenin karakteristik özellikleri düşünüldüğünde mümkün görülmeyen iyi yönetişim yerine yeterince iyi yönetişimi önermektedir. Bu bağlamda çalışmanın amacı, kırılgan devletlerin var olan yönetimlerindeki sorunlarına çözüm bulacak ve istikrarın sağlanmasına yardımcı olacak kavramın iyi yönetişim değil, yeterince iyi yönetişim olduğunu ortaya koymaktır. Bu amaca ulaşmak için çalışmada nitel araştırma yöntemlerinden doküman analizi ve mülakat kullanılmıştır. Çalışmanın birinci, ikinci ve üçüncü bölümünü yazmak için doküman analizinden yararlanılırken; çalışmanın son bölümü olan alan araştırması bölümünde ise doküman analizi ve mülakat birlikte kullanılmıştır. Araştırmanın örneklemini oluşturan Çad Cumhuriyeti, Etiyopya Federal Demokratik Cumhuriyeti, Nijerya Federal Cumhuriyeti ve Mozambik Cumhuriyeti ülkeleri Kırılgan Devletler Endeksi (FSI), Yolsuzluk Algı Endeksi (CPI), Ülke Politikası ve Kurumsal Değerlendirme (CPIA) ve Küresel Barış Endeksi (GPI)'n de doküman analizi yapılarak değerlendirilmiş ve yine bu dört ülkeden seçilen kişilerle mülakat çalışması yapılmıştır. Böylece Çad, Etiyopya, Nijerya ve Mozambik'in kırılganlığı tespit edilmiş ve yeterince iyi yönetişim kapsamında değerlendirilmiştir. Yapılan değerlendirme sonucunda, söz konusu dört ülkenin kırılganlıkları tespit edilmiş ve bu bağlamda yeterince iyi yönetişimin bu gibi kırılgan yapıya sahip devletler için daha uygulanabilir olduğu ortaya konulmuştur. | |
| dc.description.abstract | Good enough governance is defined as a concept proposed to make good governance more realistic and applicable, or as an alternative to it. It involves adapting governance approaches to the specific conditions of countries by taking into account their current circumstances, characteristics, and historical and cultural structures. It also includes prioritization, which can be described as a form of hierarchy within the good governance agenda. Today, good enough governance appears to be a more realistic approach for fragile states, representing a middle ground between the real and the ideal. This study proposes good enough governance instead of good governance for countries that are considered fragile—those that lack stable and orderly state structures, where the implementation of ideal good governance may not be feasible given their characteristic features. In this context, the aim of the study is to demonstrate that the concept capable of addressing the existing governance problems of fragile states and contributing to the establishment of stability is not good governance, but good enough governance. To achieve this goal, the study employed qualitative research methods, specifically document analysis and interviews. Document analysis was utilized for the first, second, and third chapters of the study, while both document analysis and interviews were employed in the final chapter, which involves field research. The sample of the study consists of the Republic of Chad, the Federal Democratic Republic of Ethiopia, the Federal Republic of Nigeria, and the Republic of Mozambique. These countries were evaluated through document analysis using the Fragile States Index (FSI), the Corruption Perceptions Index (CPI), the Country Policy and Institutional Assessment (CPIA), and the Global Peace Index (GPI). Additionally, interviews were conducted with selected individuals from these four countries. Through this approach, the fragility of Chad, Ethiopia, Nigeria, and Mozambique was identified and evaluated within the framework of good enough governance. As a result of the evaluation, the vulnerabilities of the four countries in question were identified, and it was observed that a sufficiently good governance approach is more applicable for states with such fragile structures in this context. | |
