II. Mahmud ve erken Cumhuriyet dönemleri modernleşme politikalarının karşılaştırmalı analizi

Abstract

Modernleşme olgusu, Osmanlı İmparatorluğu’ndaki etkilerini 18. yüzyılın başından itibaren göstermeye başlamıştır. Osmanlı Devleti, siyasi, sosyal, ekonomik ve kültürel özellikleri sebebiyle Avrupa devletlerinden çok farklı, kendine has bir modernleşme süreci içine girmiştir. Belirgin biçimde III. Selim döneminde atılmaya başlanan modernleşme adımları, II. Mahmud’un kararlı ve radikal reformlarıyla kısa zamanda ileri bir seviyeye çıkmıştır. 1923 yılında, Cumhuriyet’in ilanıyla başlayan ve bir yüzyıl önceki modernleşme adımlarıyla benzerlik gösteren çok daha yoğun ve kapsamlı bir batılılaşma süreci söz konusudur. Bu çalışmada, Sultan II. Mahmud saltanatı (1808-1839) ve Cumhurbaşkanı Mustafa Kemal Atatürk’ün öncülüğünde gerçekleştirilen Erken Cumhuriyet dönemi (1923-1938) modernleşmelerinin izi, tarihi arka plan ve devamlılık da gözetilerek sürülmüştür. Henüz tamamlanmamış bir süreç olan Türk modernleşmesinin tarihte öne çıkan bu iki uygulama dönemi, izlenen yöntemler, odaklanılan alanlar, karşılaşılan tepkilerle beraber ortaya konulmaya çalışılmıştır. Modernleşme kavramının farklı karşılıkları, Osmanlı Devleti’nde modernleşmeye duyulan ihtiyacın ortaya çıkışı, imparatorluktan ulus devlete, monarşiden cumhuriyete, reformdan devrime uzanan çizgide, modernleşmeyi gerekli kılan itici etkiler, takip edilen modernleşme politikalarının nitelikleri, karakteristik özellikleri, ortak yönleri ve birbirinden ayrılan taraflarıyla karşılaştırmalı yöntemle ele alınmıştır. The phenomenon of modernization started to show its effects in the Ottoman Empire from the beginning of the 18th century. Due to its political, social, economic and cultural features, the Ottoman Empire entered into a unique modernization process that was very different from the European states. The modernization steps, which were clearly started to be taken during the reign of Selim III, reached an advanced level in a short time with the determined and radical reforms of Mahmud II. There was a much more intense and comprehensive westernization process that started with the proclamation of the Republic in 1923 and was similar to the modernization steps of a century ago. In this study, the traces of the modernizations during the reign of Sultan Mahmud II (1808-1839) and the Early Republic period (1923-1938) under the leadership of President Mustafa Kemal Atatürk are traced, taking into account the historical background and continuity. These two implementation periods of Turkish modernization, which is yet to be completed, have been tried to be revealed together with the methods followed, the areas focused, and the reactions encountered. The different meanings of the concept of modernization, the emergence of the need for modernization in the Ottoman Empire, the driving effects that necessitated modernization during the transition from empire to nation state, from monarchy to republic, from reform to revolution and the qualities, characteristic features, common and diverse aspects of the modernization policies pursued are discussed comparatively.
