KAVÂNÎN-İ YENİÇERİYÂN'IN OSMANLI SİYASET YAZININDAKİ YERİ

Abstract

Bu çalışmada, on yedinci yüzyılın ilk yıllarında ismi meçhul bir yeniçeri tarafından Yeniçeri Ocağı'nın kanun ve kaidelerini muhafaza gayesiyle kaleme alınmış olan Kavânîn-i Yeniçeriyân isimli eser, muhteva ve tür bakımından incelenmiştir. Kavânîn-i Yeniçeriyân müellifinin, Yeniçeri Ocağı içerisinde bulunan bir nefer olarak müşahede etmiş olduğu ve eserinde yer verdiği meseleler, on yedinci yüzyılın atmosferinde tahlil edilmeye çalışılmıştır. Buna göre, Kavânîn-i Yeniçeriyân müellifinin, yeniçerinin geçirdiği dönüşüme ilişkin yorumlarının, Osmanlı Devleti'nin on altıncı yüzyılın ikinci yarısı itibariyle gelişmekte olan siyasi, iktisadi ve içtimai koşullarının Yeniçeri Ocağı'na yansımaları doğrultusunda değerlendirilmesi hedeflenmiştir. Kavânîn-i Yeniçeriyân müellifinin, Yeniçeri Ocağı'nda sorun olarak değerlendirdiği meselelere karşı sunmuş olduğu ıslahat teklifleri ile ilişkili olarak, eserin, Osmanlı siyaset yazınında hangi türde değerlendirilebileceği sorusunun cevabı tartışılmıştır. Üç bölümden müteşekkil tezde, öncelikle eser ve müellif tanıtımı yapılmış ve Yeniçeri Ocağı hakkında verilmiş olan bilgiler incelenmiştir. Bir sonraki aşamada, eserde yer alan tartışmalı meselelere odaklanılarak Yeniçeri Ocağı'nın bozulması meselesi ele alınmıştır. Son tahlilde eserin, muhteva bakımından hangi türde değerlendirilebileceğine ilişkin öneri sunulmuştur.In this study, in the early years of the seventeenth century the work called Kavânîn-i Yeniçeriyân, which was written by an unknown janissary with the aim of preserving the laws and rules of the janissary, was examined in terms of content and genre. The issues that the author of Kavânîn-i Yeniçeriyân observed as a janissary in the Janissary Corps and included in his work were tried to be analyzed in the atmosphere of the seventeenth century. Accordingly, it is aimed to evaluate the comments of the author of Kavânîn-i Yeniçeriyân regarding the transformation of the Janissaries in line with the reflections of the developing political, economic and social conditions of the Ottoman Empire as of the second half of the sixteenth century on the Janissary Corps. The answer to the question in which genre the work can be evaluated in Ottoman literature has been discussed, in relation to the reform proposals made by the author of Kavânîn-i Yeniçeriyân against the issues he considered as problems in the Janissary Corps. In the thesis consisting of three chapters, firstly the work and the author were introduced and the information given about the Janissary Corps was examined. In the next chapter, the issue of the corruption of the Janissary Corps was discussed by focusing on the controversial issues in the work. In the final analysis, a suggestion was made regarding the type in which the work can be evaluated in terms of content.
