Cumhurbaşkanlığı Hükümet Sistemi'nin getirdiği değişiklikler bağlamında bakanlıkların teşkilat ve personel kapasitesinin geliştirilmesi: Dışişleri Bakanlığı örneği

Abstract

Bu çalışma, Cumhurbaşkanlığı Hükümet Sistemi'nin getirdiği değişiklikler bağlamında Bakanlıkların, ancak özellikle Dışişleri Bakanlığı'nın teşkilat ve personel kapasitesini geliştirmeye yönelik katkı ve öneriler sunmak amacıyla yapılmıştır. Bu çerçevede, diğer nitel araştırma yöntemlerinin yanısıra, başat yöntem olarak "alan araştırması" kullanılmıştır. Tezde; kamu yönetimi ve reformları ile personel rejimlerinin tarihçesi ve Ülkemizdeki uygulamalarına değinilmiş, yeni sisteme geçişle birlikte bahsigeçen konularda Cumhurbaşkanlığı ve Bakanlıklarda meydana gelen değişiklikler ele alınmıştır. Ayrıca, Dışişleri Bakanlığı'nın tarihsel süreç içerisindeki gelişimi ile bugünkü teşkilat ve personel yapısı incelenmiş, Osmanlı Devleti'nin son döneminde başlayan "reform" sürecinin Dışişleri Bakanlığı'na yansımaları ve Cumhuriyet dönemindeki yapılanma süreçleri gözden geçirilmiştir. Nihayet; yapılan gözlem, mülakat, veri ve doküman incelemeleri yardımıyla Bakanlığın muhtemel kapasite geliştirme alanları irdelenmiş ve yapılabilecekler ortaya konulmuştur.This study is carried out in order to provide contributions and suggestions for improving the organizational and personnel capacity of the ministries especially Ministry of Foreign Affairs, in the context of the changes introduced by the Presidential Government System. In this context, we apply "field research" as the main method, as well as other qualitative research methods. In the thesis, the history and practices of public administration and reforms, personnel regimes and the changes made in the Presidential and Ministrial structure in our country are discussed on the issues mentioned with the transition to the new system. In addition, the development of the Ministry of Foreign Affairs in the historical process and the current organizational and personnel structure are examined, the reflections of the "reform" process that began in the last period of the Ottoman State on the Ministry of Foreign Affairs and the structuring processes in the Republican period is reviewed. Finally, according to the observations, examinations and interviews conducted, the capacity building areas of the Ministry are identified.
