Temel gelirin politik ekonomisi: Twitter verisi üzerinden kamuoyu görüşü analizi

Abstract

Bu tez çalışması, evrensel temel gelir modelini politik ekonomik perspektiften incelemeyi amaçlamaktadır. Son yıllarda kamuoyunda oldukça popülerleşen ve giderek ana-akım bir ekonomi politikası seçeneği haline gelen temel gelirin, hangi gerekçeler üzerinden desteklendiği ya da eleştirildiği mercek altına alınmıştır. Araştırma kapsamında ilk kısmında temel gelir ilgili ekonomi teorileri açısından ele alınmış ve sosyal güvenlik sistemleri ile ilişkisi göz önüne alınarak tarihçesi tartışılmıştır. İkinci kısımda, temel gelirin farklı siyasal ve kurumsal perspektifler tarafından nasıl ve neden desteklendiği ya da eleştirildiği sistematik olarak gösterilmiştir. Son olarak, araştırmanın ampirik kısmında, temel gelire dair kamuoyu görüşü Twitter verileri üzerinden R programı ile analiz edilmiştir. Bu yolla, sosyal medya kamuoyu tarafından temel gelirin hangi çerçevelerle gerekçelendirildiği incelenmiştir. Araştırma sonuçları, temel gelirin gerekçelendirilmesinde, yoksulluk ve (otomasyon ve robotlaşmaya bağlı teknolojik işsizlik başta olmak üzere) ekonomik güvencesizlik olgularının öne çıktığına işaret etmektedir.

This dissertation research aims to investigate the universal basic income model through the perspective of political economy. It explores the arguments for and against the basic income, which has recently become very popular in the eyes of the public and turn into a mainstream economic policy recommendation. The first part of this study adresses the basic income with regard to the relevant economic theories and then discusses the history of basic income in its relation social security systems. In the second part, it systematically maps out how and why the basic income being supported or criticized in various political and instituional perspectives. The last part of the study emprically analyzes the public support towards the basic income through the Twitter data by means of R language. This emprical analysis explores the most cited frames in basic income discussion among the social media public. The analysis shows that poverty and economic insecurity (especially, technological unemployment due automation and robots) are the most revelant frames in public discussion on basic income.
