Özgürlük ve egemenlik arasında "Bölünmüş internet"

Abstract

Hızla gelişen ve dünyamızı dönüştüren teknolojinin hayatımıza kattığı en önemli kavramlardan birisi internet olup "İnternet Çağı" da denen bir dönemde yaşadığımız malumdur. Tüm dünyayı birbirine bağlama felsefesine sahip olan internetin giderek hayatımızın her alanını kaplaması ve adeta dünyadaki sınırları ortadan kaldırması sonrasında, özellikle son dönemlerde çeşitli gerekçe, amaç ve yollarla bölünmesi, parçalanması, ayrı internet alanlarının oluşturulması gündemdedir. "İnternet Fragmantasyonu" (Internet Fragmentation), "Splinternet" gibi terimlerle bilinen internet bölünmesi, son yıllarda ara ara gündeme gelen ama çözümü yolunda yavaş ve seyrek adımlar atılan internet yönetişimi olgusuyla beraber ele alınması gereken bir meseledir. Bu kavram, temel bir değer çatışmasını beraberinde getirmektedir. Bu değer çatışması, internetin genlerinde mevcut özgürlük, şeffaflık ve merkeziyetsizlik gibi kavramlarla, ulusların ve devletlerin egemenlik hakkı kavramı arasında gerçekleşmektedir. İnternet bölünmesinin hangi yöntemlerle gerçekleştiğine, türlerine ve güncel örneklerine değineceğimiz bu çalışmada, internetin bölünmesi meselesinin internetin temel ruhunu oluşturan özgürlük, şeffaflık, küresellik gibi ilkelere uygun olup olmadığını, devletlerin egemenlik haklarını da göz önünde bulundurarak tartışmaya gayret edeceğiz.

The internet is a crucial notion introduced by quickly advancing and evolving technology, which has greatly impacted our lives. This era can be aptly referred to as the "Internet age". In recent times, there has been a growing discussion about the division, disintegration, and creation of separate internet areas with different justifications, purposes, and means. This is happening as the internet, which aims to connect the entire world and eliminate borders, continues to expand and integrate into every aspect of our lives. Internet fragmentation, also referred to as "Internet Fragmentation" and "Splinternet", is a pressing issue that must be tackled alongside the concept of internet governance. Despite being discussed intermittently in recent years, progress towards resolving this issue has been slow and infrequent. Internet fragmentation gives rise to a fundamental clash of values. This conflict arises from the clash between the principles of liberty, transparency, and decentralization inherent in the nature of the internet, and the idea of national and state sovereignty. This study aims to explore the methods, types, and current examples of internet division. Additionally, we will examine whether the issue of internet division aligns with the principles of liberty, transparency, and globality that are fundamental to the internet, while considering the sovereign rights of nations.
