On dokuzuncu yüzyılın ikinci yarısında Osmanlı diplomatlarının prosopografik analizi

Abstract

Osmanlı Hariciye Nezareti'nin on dokuzuncu yüzyıl boyunca yaşadığı kurumsal dönüşüm sürecinde Hariciye bünyesinde görev yapan diplomatların eğitim ve mesleki kariyerlerinde önemli değişimler yaşanmıştır. Bu dönemde, diplomatlık mesleğinde yetki-sorumluluk dengesi gözetilerek hiyerarşik bir yönetim sistemi kurulmuş ve profesyonelleşmeye dayalı bir istihdam süreci oluşturma suretiyle kurumsal bir yapı geliştirilmeye çalışılmıştır. Osmanlı Hariciyesinin yaşadığı bu kurumsallaşma sürecinde kurumun temel aktörleri olan diplomatların nasıl etkilendiğinin incelenmesi bu tezin ana konusunu oluşturmaktadır. Bu bağlamda, bu tezde Osmanlı diplomasisinde görev alan hariciye diplomatlarının değişen mesleki rolleri ele alınarak toplumsal tarihleri incelenmektedir. Bu çalışmada Cumhurbaşkanlığı Osmanlı Arşivi'nde bulunan diplomatların Sicill-i Ahval dosyalarında sunulan bilgiler kullanılarak, on dokuzuncu yüzyılın ikinci yarısında Osmanlı İmparatorluğu'nun yurt dışı temsilciliklerinde büyükelçi, elçi, maslahatgüzar, başkonsolos, konsolos, ataşe, müsteşar ve müfettiş görevlerinde bulunan diplomatların toplumsal kökenleri, eğitim ve mesleki kariyerleri prosopografik bir yaklaşımla incelenmektedir. Bu çerçevede Osmanlı diplomasisinin temel aktörleri olan diplomatlar hakkında geniş bir portre sunulmaya ve diplomatların eğitim ve mesleki kimliklerine dair ayrıntılı sorular cevaplanmaya çalışılmaktadır.

During the institutional revolution process of the Ottoman Foreign Ministry throughout the nineteenth century, important changes were experienced in the education and professional careers of the diplomats working in the Foreign Ministry. In this period, a hierarchical management system was established by considering the authority-responsibility balance in the diplomatic professions and an institutional structure was tried to be developed by creating an employment process based on professionalization. The main subject of this thesis is to examine how the diplomats, who are the main actors of the institution, were affected in this institutionalization process of the Ottoman Foreign Ministry. In this context, the changing professional roles of Ottoman diplomats are discussed, and their social histories are examined. In this study, using the information presented in the Sicill-i Ahval files of diplomats in the Ottoman Archives, the social origins and education and professional careers of the diplomats who served as ambassadors, consuls, attaches, undersecretaries, and inspectors in the overseas representations of the Ottoman Empire in the second half of the nineteenth century are examined with a prosopographic approach. In this sense, it is tried to present a broad portrait of diplomats, who are the main actors of Ottoman diplomacy, and to answer detailed questions about the education and professional careers of them.
