Siber güvenlik politikalarında eğitim ve Türkiye'nin siber güvenlik eğitimi politikası

Abstract

Bilim 2.0 döneminin başladığı 2000'lerden sonra, internetin gelişimiyle bireyler, şirketler ve devletler siber uzayda büyük tehditlerle karşılaşmaktadır. Siber uzay, kara, hava, deniz ve uzayın ötesinde yeni bir boyut olarak güvenlik çalışmalarında önemli bir yer tutar. Bu tez çalışması, dünyadaki ve Türkiye'deki siber güvenlik eğitimini mercek altına alarak incelemektedir. Türkiye'nin siber güvenlik alanında önemli yatırımlar yapmasına rağmen, hem saldırıya uğrayan hem de saldırı gerçekleştiren ülkeler arasında üst sıralarda yer aldığını ve bu anlamda bireysel düzeyde siber güvenlik eğitiminin öneminin yeterince anlaşılamadığı ve bu alanda gereken eğitim seferberliğinin tam anlamıyla gerçekleştirilemediği anlaşılmaktadır. Devlet, siber güvenlik politikaları geliştirme arayışında olup bu alanda ciddi gelişmeler kaydetmiştir. Özellikle siber güvenlik strateji belgelerinin yayınlanmasıyla önemli adımlar atılmıştır. Şirketler de siber güvenlik uzmanları istihdam ederek, devlet politikalarına ve uluslararası gereklere uyum sağlamaya çalışmaktadır. Bu çalışma, Türkiye'deki siber güvenlik eğitimine dair doküman analizi yaparak çözüm önerileri sunmaktadır. İnsan faktörü siber güvenlikte en zayıf halka konumundadır dolayısıyla siber güvenlik eğitimi politikalarının doğru ve etkili şekilde oluşturulması elzemdir. Bireylerin siber güvenliğin kritik önemini içselleştireceği bir eğitimle donatılması gerekmektedir. Bu bağlamda, siber güvenlik eğitiminin mevcut durumu ve olması gereken seviyeye ışık tutmak amacıyla önemli bulgular ortaya konulmuştur. Doküman analizinin yanı sıra, siber güvenlik eğitiminin nasıl geliştirilebileceğine dair öneriler de sunulmuştur.

Since the onset of the Science 2.0 era in the 2000s, the development of the internet has exposed individuals, companies, and governments to significant threats in cyberspace. Cyberspace, as a new dimension beyond land, air, sea, and space, holds a crucial place in security studies. This thesis examines cybersecurity education worldwide and in Turkiye. Despite Türkiye's significant investments in cybersecurity, Türkiye remains among the top countries both attacked and attacking. This indicates a lack of understanding of the importance of individual-level cybersecurity education and an incomplete mobilization of necessary educational efforts in this field. The government has made considerable progress in developing cybersecurity policies, especially in the publication of cybersecurity strategy documents. Companies are also striving to comply with state policies and international requirements by employing cybersecurity experts. This study provides an analysis of documents related to cybersecurity education in Türkiye and offers solutions. The human factor is the weakest link in cybersecurity, making the formation of accurate and effective cybersecurity education policies essential. Individuals need to be equipped with an education that internalizes the critical importance of cybersecurity. In this context, the study presents significant findings to illuminate the current state and the desired level of cybersecurity education. In addition to document analysis, the study offers suggestions on how to improve cybersecurity education.
