Emek değer kuramları bağlamında iktidar ve biyoiktidar üzerine bir çözümleme

Abstract

Emek insanın doğayı değiştiren ve iktisadi değer üreten eyleminin adıdır. Bu bakımdan o bir yandan temel bir insan faaliyeti olarak insanın varoluşu ve dünyadaki bulunuşu ile ilgiliyken diğer yandan mübadele ve değer oluşumu süreçleri ile ilgilidir. Emeğin bu çift taraflı anlamı, kavramın incelenmesinde bir imkân zenginliği olarak ortaya çıkmaktadır. Nitekim emek hem değer oluşturucu bir faktör olarak iktisadın konusu olmuş hem de bir iktidar aracı olarak biyoiktidar ve biyopolitika tartışmalarında yer almıştır. Bu çalışmada emek-değer bağıntısını konu alan kuramlar ve biyoiktidar temelli emek kavramsallaştırmaları ele alınmıştır. Bu bağlamda önce emeği bedenin üretken faaliyeti olarak kavrayan Klasik ve Marksist iktisadi düşünce ele alınmış, ardından emeğin biyoiktidar eksenindeki kavramsallaştırmalarına yer verilmiştir. Ayrıca her iki tartışmayı da zenginleştirmek amacıyla farklı kavram ve düşünürlerden faydalanılmıştır. Çalışma kapsamında savunulacak iddia emeğin biyoiktidar temelli kavramsallaştırmasının ve böylelikle emeğin insan yaşamının tamamına yayılan şeffaf bir iktidar üzerinden ele alınmasının, emeğin değer oluşturucu niteliğinin anlaşılması için daha verimli bir yol sunduğudur. Bu iddiayı desteklemek üzere biyoiktidar kavramı farklı şekillerde neoliberal politikalar ile ilişkilendirilmiş ve emek kavramı bu kesişim kümesi içerisine yerleştirilmiştir.

Labor is the name of human activity that changes nature and produces economic value. In this respect, it is on the one hand concerned with human existence and presence in the world as a fundamental human activity, and on the other hand with the processes of exchange and value formation. This double-sided meaning of labor emerges as a wealth of possibilities in the study of the concept. As a matter of fact, labor has been the subject of economics both as a value-forming factor and as an instrument of power in the debates on biopower and biopolitics. In this study, theories on the labor-value nexus and conceptualizations of labor based on biopower are discussed. In this context, first, Classical and Marxist economic thought, which conceives labor as the productive activity of body, is discussed, and then conceptualizations of labor on the axis of biopower are presented. In addition, different concepts and thinkers have been utilized in order to enrich both discussions. The claim to be defended within the scope of the study is that a biopower-based conceptualization of labor, and thus a treatment of labor through a transparent power that extends to the whole of human life, offers a more productive way to understand the value-forming nature of labor. In support of this claim, the concept of biopower is associated with neoliberal policies in different ways and the concept of labor is placed within this intersection.
