Hegemonik mücadele zemininde popülizm kavramı üzerine bir inceleme

Abstract

Popülizm kavramı günümüzde çokça tartışılan kavramlar arasında yer almaktadır. Birçok duruma atfedilmesine rağmen söz konusu kavram hakkında bir anlam uzlaşısı sağlanabilmiş değildir. Yaptığımız incelemeler neticesinde literatür dahilinde pro-popülist ve anti-popülist olmak üzere iki akımın oluştuğu görülmektedir. Zaman içerisinde iki akımın da güçlenerek kavram üzerinde bir hegemonik mücadeleye giriştiği görülmektedir. Bu hegemonik mücadelenin belirli parametreler etrafında nasıl dönüştüğü çalışmamızın temel sorusunu teşkil etmektedir. Araştırmanın hipotezi, tarihsel niteliği nedeniyle boş gösteren bir özelliğe sahip olan popülizm kavramının bahsedilen iki yaklaşımın hegemonik mücadelesi neticesinde anlam kazanacağıdır. Çalışmanın temel bulgusu yakın zamana kadar anti-popülist yaklaşımın popülizm kavramının algılanışında üstünlüğe sahip olduğu, ancak neoliberal düzenin yaşadığı krizler neticesinde pro-popülist yaklaşımın güçlendiği ve popülizmin, demokrasinin özünü teşkil ettiğine yönelik açıklamaların yaygınlık kazandığıdır.

The concept of populism is one of the most widely discussed concepts today. Although it is attributed to many situations, there is no consensus on the meaning of the concept in question. As a result of our analysis, it is seen that two currents, pro-populist and anti-populist, have emerged in the literature. Over time, both currents have strengthened and engaged in a hegemonic struggle over the concept. How this hegemonic struggle transformed around certain parameters constitutes the main question of our study. The hypothesis of the study is that the concept of populism, which has a null characteristic due to its historical nature, will gain meaning as a result of the hegemonic struggle of the two approaches. The main finding of the study is that until recently the anti-populist approach had the upper hand in the perception of the concept of populism, but as a result of the crises experienced by the neoliberal order, the pro-populist approach has gained strength and explanations that populism constitutes the essence of democracy have become widespread.
