This study, which deals with the interaction and relationship between Foucault and Second Wave Feminism, is embodied through the works of Sevgi Soysal in Turkey Foucault's idea of the existence of power through multiple relations, Beauvoir's “One is not born a woman, one becomes a woman” and Hanisch's “The personal is political” are associated with the female gender. The system of thought developed on the theoretical underpinning of power and its continuity not as fixed structures but as fluid and in multiple relations with the practices and discourses it develops has become both debatable and useful for different theories. Foucault's criticism of the human being invented/constructed by humanism, his adoption of an anti-subjectivist approach, the relationship of the body with power by dealing with the biopower side of power, the linguistic and practical expression of power in discourse, his criticism of Marxism and the genealogical method he used, have enabled him to gain an original, effective and controversial quality. The first wave of feminism continued to struggle for the equality of women with men and for social, political and civil rights. The second wave of feminism created a different debate with Beauvoir's sentence “You are not born a woman, you become a woman” on the construction of woman, how she is or is made to be This can be considered as the initiator of the process leading to different but equalization with men Both in the leftist movement and in other ideologies, the ignoring of women's problems on the grounds that women's issues are personal, the leftist belief that these problems will end with socialism, and liberalism's belief that intervention in the private sphere has a negative impact on freedom have caused debates. Hanisch's statement that the personal and the private sphere is highly political, “The personal is political”, led second wave feminism to question all structures such as family, marriage and sexuality The course of this attitude in Turkey has been tried to be understood primarily through the women's movement in the Ottoman Empire through Sevgi Soysal in Republican Turkey Soysal's leftist perspective as a form of social struggle was added to her upbringing with Republican values and modern, secular education In this way, it was tried to reveal the relationship between women being active in the social and political spheres, having civil rights, and the agenda themes of second wave feminism, which squeezed her and restricted her freedom. The political portrait, works and writings of Soysal, who was shaped by a leftist perspective but did not hesitate to include women's issues and experiences of womanhood, were analyzed both through Foucault and second-wave feminism with her being between two feminist waves and her contributions to second-wave feminism. Keywords: Sevgi Soysal, Foucault, Women are not born but become women, The Personal is Political, Second Wave Feminism, Biopower, Anti-essentialism.
