'Güvenlik toplumu' kavramsallaştırması çerçevesinde Körfez Arap Bölgesi

Körfez Arap bölgesinde 1981'de başlayan entegrasyonun; halkların ve devletlerin oldukça homojen yapısına rağmen neden Avrupa güvenlik toplumu düzeyinde bir bütünleşmeye varmadığı bu tezin araştırma konusudur. Bu bağlamda, ilk bölümde güvenlik toplumu kavramının Karl Deutsch tarafından ortaya konan orijinal versiyonu ve daha sonra Emanuel Adler ve Michael Barnett tarafından ortaya konan inşacı versiyonu incelenecektir. Güvenlik toplumu literatürünün inşacı versiyonunun temel alındığı çalışmanın ikinci bölümünde güvenlik toplumunun ideale en yakın örneğini teşkil eden Avrupa entegrasyonu, ayırıcı özellikleri ve sorunlu yanları ile beraber ele alınacaktır. Adından da anlaşılacağı üzere toplumu merkezine alan güvenlik toplumu yalnızca devlet aktörleri ve hükümetler arası süreçleri değil, halkları ve sosyal etkileşimi de içine alan bir olgudur. Bu bağlamda entegrasyon süreci hükümetlerin örgüt bünyesindeki çabaları ve toplumsal süreçler olarak iki ayrı bölümde ele alınacaktır. Üçüncü bölümde, devletlerin KİK bünyesinde ekonomik ve askerî entegrasyona yönelik çabaları dönemler hâlinde ve bölgesel güvenlik kompleksi ışığında ele alınacaktır. Entegrasyonun hükümetleri ilgilendiren güç ve ideoloji gibi yapısal faktörlerine odaklanılacak, entegrasyonun bu alandaki ayırıcı özellikleri ve sorunları incelenecektir. Dördüncü bölümde ise entegrasyonun toplumsal boyutu incelenecek, entegrasyonun halklar arası etkileşim ve sosyal öğrenmeyi içine alan süreç faktörlerinin zayıflığı ve bunun KİK devletlerinin toplum sözleşmeleri ile bağlantısı kurulacaktır. Monarşik toplum sözleşmesinin KİK'teki toplumsal entegrasyon sürecine etkileri tartışılacak, sivil toplum, rantiyer ekonomi, reform süreçleri başta olmak üzere KİK'teki devlet-toplum ilişkilerine etki eden faktörler, ayrı ayrı ele alınacaktır. Son olarak KİK'in yapısal ve süreç faktörlerinin Avrupa entegrasyonu ile karşılaştırmalı bir analiz yapılacak, KİK'in güvenlik toplumuna giden süreçte geldiği aşama tespit edilecektir.
The subject of this thesis is why the integration of the Gulf Arab region, which began in 1981, has not reached the level of a European security community, despite the relatively homogeneous structure of its peoples and states. In this context, the first chapter will examine the original version of the security community concept proposed by Karl Deutsch and the constructivist version later proposed by Emanuel Adler and Michael Barnett. In the second part of the study, which is based on the constructivist version of the security society literature, European integration, which constitutes the closest example of the ideal security community, will be discussed together with its distinctive features and problematic aspects. As its name suggests, security community centers on society, a phenomenon that encompasses not only state actors and intergovernmental processes but also people and social interactions. In this context, the integration process will be discussed in two separate sections: governments' efforts within organizations and the social processes. The third section will examine the states' efforts towards economic and military integration within the GCC, chronologically and in light of the regional security complex. The focus will be on the structural factors of integration, such as power and ideology, that concern mostly governments, and will examine the distinctive features and challenges of integration in this area. The fourth section will examine the social dimension of integration, establishing the weakness of process factors encompassing people's interaction and social learning, and linking this to the social contracts of the GCC states. The effects of the monarchical social contract on the social integration process in the GCC will be discussed, and factors affecting state-society relations in the GCC, particularly civil society, the rentier economy, and reform processes, will be individually addressed. Finally, a comparative analysis of the GCC's structural and process factors with European integration will be conducted, and the GCC's progress towards a security society will be identified.
