İslâm siyaset düşüncesinde şehir kavramı: Felâsife örneği (9-12. yüzyıllar)

Abstract

Tez, Antik Yunan kent devletlerini ifade eden "polis"in felsefe metinlerinde ifade ettiği anlam ile İslâm'ın ilk altı asrındaki belirli literatürde "şehir (medîne)" kavramı arasındaki ilişkiyi konu alacaktır. Kentin doğuşundan, polisin yükselişine ve burada felsefî bir anlam kazanan polisin medineye dönüşüm süreci incelenecek ve felâsifenin şehir tasavvuru hakkında bütüncül bir kanıya ulaşılmaya çalışılacaktır. Bununla beraber İslam'ın temel kaynaklarındaki şehir tasavvuru ile ilgili kısa bir analiz de yapılacaktır. Teşekkül dönemi fıkıh, kelam ve tasavvuf literatüründe şehrin nasıl tanımlandığı, kavrama hangi anlamlar yüklendiği ve şehrin yönetimi ile ilgili sorulara verilen cevapların neler olduğu da aranarak İslâm siyaset düşüncesinin 9. ve 12. yüzyılları arasında belli bir literatür ekseninde şehir kavramının nasıl anlaşıldığı ve nasıl yorumlandığı etrafında bütünlüklü bir sonuca ulaşmayı hedefliyoruz. Çalışmamızda tercümeler döneminde seçilen bazı eserlerden hareketle Arapçada hangi kavramların kullanıldığı, bunlara nasıl karşılıklar verildiği, şehrin yönetim şekilleri ve şehri oluşturan unsurlar gibi bir dizi mesele temel problemin uzantısı olarak incelenecektir. Bu mirasın ardında oluşan İslâm felsefesi literatüründe Fârâbî, İbn Sînâ, İbn Bâcce ve İbn Rüşd'ün şehre, şehir türlerine ve şehrin unsurlarına ne gibi anlamlar yükledikleri ve söz konusu problemlere nasıl yaklaştıkları ele alınacaktır.

This thesis deals with the connection between the meaning of "polis", which expresses the ancient Greek city-states, in philosophical texts, and the concept of "city (Madina)" within the specific literature featured in the classical period of Islam. Additionally, too, by seeking how the city was defined, what meanings were attached to the concept of the city, and what were the answers to the questions about the administrative management of the city, within the fiqh, kalam, and mysticism literature that appeared in the formation period of Islam, we are aiming to reach a holistic conclusion around how the concept of the city was understood and interpreted on the axis of certain literature between the 9th and 12th centuries of Islamic political thought. From the birth of the city to the rise of the police and the projection of the police, which has gained a philosophical meaning along with this orientation, on "Madina" will be examined, furthermore, It will be tried to reach a holistic and comprehensive view of the philosophers' understanding of the concept of the city. In addition, an analysis will be made about the concept of the city within the main sources of Islam as well. In this study, based on some works selected during the translation period, a range of issues such as which concepts and notions were used in Arabic, how they were responded to, also, which regimes were enforced and the elements that make up the city will be examined as an extension of the main problem. Afterward, in the literature of Islamic philosophy that emerged following this legacy, it will be discussed what meanings al-F?r?b? and Avicenna ascribe to the city types and elements of the city, and how they approached these problems.
