İran İslam Cumhuriyeti'nde demokrasi ve temsiliyet tartışmaları: Rejimin inşasında meşruiyet stratejileri

Abstract

Bu tezde İran İslam Cumhuriyeti'nin yönetimsel süreçlerinde yalnız ulema sınıfının değil aynı zamanda birbirleriyle çatışma halinde olan ve toplumun farklı kesimlerince desteklenen, farklı ideolojilere ve önceliklere sahip hiziplerin de etkili olduğu iddia edilmektedir. Bu yönüyle İran'ın farklı güç odaklarının varlığına imkân tanıyan melez bir siyasi sisteme sahip olduğu öne sürülmektedir. Sistemin ayırt edici özelliği, meşruiyetini hem dini vesayet kurumlarından hem de temsiliyet kurumlarından almış olmasıdır. Dini vesayet kurumları velayet-i fakihe bağlıyken temsiliyet kurumlarının çalışma prensipleri demokratik ilkelerle paralellik göstermektedir. Bu bağlamda, ilahi egemenlik ile halk egemenliği iç içe geçmiş olup "hibrit rejim" özelliği görülmektedir. İran'daki rejimin siyasi yapısını ve demokratik ilkeleri uygulayıp uygulamadığını analiz edebilmek için tezin ilk bölümünde cumhuriyet ve demokrasi kavramları açıklanmakta ve bu kavramların tarihsel süreç içerisinde geçirdikleri dönüşüm ve Müslüman dünyadaki karşılıkları ele alınmaktadır. İkinci bölümde İran örneği üzerinde durulmakta, Kaçar ve Pehlevi Hanedanlıklarından itibaren geleneksel ulemanın siyasetteki yerine dikkat çekilmektedir. İslam Devrimi'nin ardından kurulan cumhuriyetin kurumsallaşmasında etkili olan faktörler ile hizipler arasında yaşanan gerilimin teorik ve tarihsel dinamikleri tartışılmaktadır.

In this thesis, it is claimed that not only the ulama class but also factions with different ideologies and priorities, which are in conflict with each other and supported by different segments of the society, are influential in the administrative processes of the Islamic Republic of Iran. In this respect, it is claimed that Iran has a hybrid political system that allows the existence of different power centers. The distinctive feature of the system is that it gets its legitimacy from both religious tutelage institutions and representation institutions. While religious tutelage institutions are dependant on velayet-i faqih, the working principles of representation institutions show parallelism with democratic principles. In this context, divine sovereignty and popular sovereignty are intertwined, and the "hybrid regime" feature is seen. In order to analyze the political structure of the regime in Iran and whether it applies democratic principles or not, the concepts of republic and democracy are explained in the first part of the thesis, and the transformation of these concepts in the historical process and their counterparts in the Muslim world are discussed. The second chapter focuses on the example of Iran, and draws attention to the place of traditional ulama in politics since the Qajar and Pahlavi Dynasties. The theoretical and historical dynamics of the tension between the factions and the factors that were effective in the institutionalization of the republic established after the Islamic Revolution are discussed.
