Kamu kurumlarında bilgi teknolojileri alanında süreç yönetimi ve bir devlet üniversitesi için uygulama örneği

Abstract

Organizasyonların, küresel rekabetin etkin olduğu günümüz koşullarında varlıklarını devam ettirebilmeleri ve başarılı olabilmeleri, müşteri beklentilerini karşılayabilecek düzeyde hizmet verebilmelerine bağlıdır. Artan rekabet unsuru ve hızla gelişen teknoloji nedeniyle güncelliği sağlayabilmek ve koruyabilmek amacıyla çeşitli yönetim yaklaşımları ve standartlar geliştirilmiştir. Çalışma kapsamında yönetim işleyişleri diğer kamu kurumlarından farklı olan üniversiteler için BT (Bilgi Teknolojileri) standartlarının uygulanması ve Bilgi Güvenliği Yönetim Sistemi kurulması (BGYS) yönündeki yasal gerekliliklere ve süreçlere değinilmiştir. BT yönetiminde yaygın olarak kullanılan COBIT, ITIL ve ISO/IEC 27001 standartları incelenmiştir. Araştırmanın yürütüldüğü kurumda mevcut durumu ve beklentileri tespit etmek ve çalışmaya yön vermek amacıyla anket uygulaması gerçekleştirilmiştir. Anket verileri değerlendirilerek kurum içi BT süreçlerinin iyileştirilmesi yönünde çalışmalar yapılmıştır. BT Hizmetlerine odaklanması ve içerdiği süreçlerin kurulması gerekli olan BGYS süreçlerine benzerliği nedeniyle yönetim çerçevesi olarak ITIL belirlenmiş olup ihtiyaç duyulan BT hizmet süreçleri ITIL çerçevesine göre planlanmıştır. BT yönetim standardı belirlenmesi ve BGYS kurulmasına yönelik oluşturulan yol haritası ile bu alanda çalışma gerçekleştirmek isteyen kuruluşlar için bir başvuru kaynağı oluşturulması hedeflenmiştir.

In today's conditions where global competition is effective, organizations can succeed and survive if they can meet their customers' expectations. Due to increasing competition and rapidly developing technology, various management approaches and standards have been developed in order to maintain and keep up to date. In this study, legal requirements and processes for the implementation of IT standards are explained. In addition, the establishment of an Information Security Management System for universities whose management procedures are different from other public institutions are explained. Information has been given about COBIT, ITIL and ISO / IEC 27001 standards which are widely used in IT management. In order to determine the current situation and expectations in a public university and to guide the study, a survey was conducted. Taking into account the survey data, new processes were designed for IT services within the organization and improvements were made in existing processes. Due to its focus on IT Services and similarity to the processes of Information Security Management System (ISMS) planned to be established in the next stage, ITIL was determined as the Management framework and IT service processes were designed according to the ITIL framework. With this study, it is aimed to create an application source for the organizations that want to perform studies in this field with the roadmap created for determining IT management standards and establishing ISMS.
