The aim of this thesis is to explain the relationship between centralist thought and centralization processes through the example of the Ottoman Empire. The study is structured in three parts. In the first part, the concepts of centralism as a set of ideas and centralization as a phenomenon are defined and the interaction between them is explained by using other related concepts. Afterwards, the historical development process of centralist thought is examined and case examples of the centralization processes of states are presented. The second and third chapters of the study are devoted to a case study of the Ottoman Empire. In the second part, which is reserved for the analysis of the traditional period of the Ottoman Empire, firstly the formation process of the classical Ottoman administrative structure is analyzed. The sources of inspiration and motivations of the founders of the Ottoman state were also included in the examination process in order to determine how centralist thought affected this formation process. Afterwards, in the process of the deterioration of the classical state organization, the Ottoman administration adopted a management approach and how this affected the reform efforts. The third part, which deals with the modernization period of the Ottoman Empire, focuses on the reform efforts of the Ottoman administration, which began to imitate the nation states that developed in Europe in order to keep the state as a unified whole. The analysis revealed that centralism continued to be a part of the Ottoman administrative understanding by taking different forms such as absolutism, cameralism and ittihadism.
