SUÇ KORKUSU KULLANILARAK, TELEFON ARACILIĞIYLA GERÇEKLEŞTİRİLEN DOLANDIRICILIK VAKALARI (2017-2018) “İSTANBUL ÖRNEĞİ”

Abstract

Günümüzde çevresel etkenlerin tesiriyle toplum fiziki önlemler alarak can-mal güvenliğini sağlama amacına yönelse de teknoloji çağının nimetlerinin, suçlular tarafından kötü amaçlı kullanımı, bireylerin güvenliğinin riske girmesine neden olabilmektedir. Bu çalışmada telefon aracılığıyla nitelikli dolandırıcılık suçunu gerçekleştiren şüphelilerin, suç korkusunu hangi taktikler çerçevesinde kullandığı ve hedef kitlesinin niteliksel özellikleri, İstanbul İl Emniyet Müdürlüğü makamının izniyle elde edilen, şüpheli-mağdur istatistikleri bağlamında incelenmiştir. Çalışma sonucunda toplumun hemen her kesiminin suç korkusundan etkilendiği gözlemlenmekle birlikte, şüphelilerin hedef kitlesi ve mağdurların dolandırılmasında kullanılan taktikler doğrultusunda, toplumun dolandırıcılık vakalarına karşı dikkat derecesinin artırılması hedeflenmiştir.

These days, even though society is aiming to ensure the safety of life and property by taking physical measures with the effect of environmental factors, misuse of the blessings of the technology age by criminals can cause the safety of individuals to be at risk. In this study, the suspects who committed the crime of qualified fraud by telephone, the tactics of fear of crime and the qualitative characteristics of the target group were examined in the context of suspicious-victim statistics obtained with the permission of the Istanbul Police Directorate. As a result of the study, it was observed that almost all segments of the society were affected by the fear of crime, at the same time the target groups of the suspects and the tactics used in defrauding the victims were presented and it was aimed to increase the attention level of the society against fraud cases.
