Structure and Functioning of the Digital State in Turkiye: An Assessment from the OECD Perspective

Abstract

The digital age presents numerous opportunities for the design and delivery of public services. Digital technologies can contribute to the public sector becoming more sensitive, resilient, and proactive. Therefore, it enhances a country's national competitiveness and fosters economic growth. In Turkey, the government has prioritized digitalization and digital transformation since the early 2000s, providing continuous political support. In 2018, with the implementation of the Presidential Government System, a transformation occurred in the digitalization process of public institutions. At the forefront of this transformation is the Digital Transformation Office, located within the Presidential Offices. The main objective of this office is to establish a strong foundation for the transition from e-government to digital government. The office collaborates with both national and international organizations in its efforts, including the Organization for Economic Co-operation and Development (OECD). The OECD published the OECD Digital Government Review of Turkey as part of the Digital Government Review Study, which it initiated in late 2021 and completed in 2023. This study examines the structure and functioning of the digital government system in Turkey and provides recommendations from the OECD perspective, based on sources such as the aforementioned report, the OECD Good Practice Principles for Public Service Design and Delivery in the Digital Age, and the OECD Digital Government Policy Framework.

Dijital çağ, kamu hizmetlerinin tasarımı ve sunumu için çok sayıda fırsat sunmaktadır. Dijital teknolojiler kamu sektörünün daha duyarlı, dirençli ve proaktif olmasına katkı sağlayabilmektedir. Böylece ülkelerin ulusal rekabet gücünü ve ekonomik büyümesini desteklemektedir. Türkiye’de de hükûmet 2000’li yılların başından bu yana dijitalleşmeye ve dijital dönüşüme sürekli olarak siyasi destek sağlayarak gündeminde tutmuştur. Türkiye Cumhuriyeti’nin yönetim sisteminde 2018 yılında gerçekleştirilen değişiklik ile kendi koşullarına özgü yeni bir sistem olarak Cumhurbaşkanlığı Hükûmet Sistemi oluşturulmuş ve kamu kurumlarında dijitalleşme sürecinde de bir dönüşüm yaşanmıştır. Bu dönüşümün merkezinde ise Cumhurbaşkanlığı Ofisleri içerisinde yer alan, Dijital Dönüşüm Ofisi yer almaktadır. Ofis, çabalarında Ekonomik İşbirliği ve Kalkınma Örgütü (OECD) dâhil olmak üzere hem ulusal hem de uluslararası kuruluşlarla iş birliği yapmaktadır. OECD tarafından 2021 yılı sonunda başlatılan ve 2023 yılında tamamlanan Dijital Devlet İnceleme Çalışması sonucunda OECD Dijital Devlet İncelemesi Türkiye Raporu yayımlanmıştır. Bu çalışmada OECD Dijital Devlet İncelemesi Türkiye Raporu başta olmak üzere Dijital Çağda Kamu Hizmeti Tasarımı ve Sunumuna İlişkin OECD İyi Uygulama İlkeleri ile OECD Dijital Devlet Politika Çerçevesi başlıklı belgelerin incelenmesi vesilesiyle Türkiye’deki dijital devlet yapısı ve işleyişi OECD çerçevesinden ortaya konulmaktadır.
