Worldwide Artificial Intelligence Studies with a Comparative Perspective: How Ready is Turkey for This Revolution?

Abstract

This study focuses on AI in its mission of fundamental dynamics of transformation and the work carried out in this field in the world. Then AI studies in Turkey are analysed and several recommendations are made for a more effective policy there. The main hypothesis of the study is that however R&D investments from Turkey’s budget are increased in recent years, these investments are not enough in this time of intense AI revolution and education policies, infrastructure equipment and human capital have not been integrated effectively within the framework of a short-medium-long term plan. Although, some certain progresses are achieved, Turkey is situated in the mid/ranking level in comparison to other developing countries. © 2021, The Author(s), under exclusive license to Springer Nature Switzerland AG.
