Türkiye'de resmi devlet ideolojisi ve dış politikaya yansımaları (1923-1938 arası):Yüksek Lisans Tezi

Abstract

Bu çalışma erken Cumhuriyet döneminde (1923-1938) Türkiye'de resmi devlet ideolojisinin söylemsel, kurumsal ve teorik olarak ana çerçevesini ortaya koymayı ve bu resmi ideolojik çerçevenin dış politika yapımına yansımalarını ele almayı amaçlamaktadır. Bu bağlamda çalışma birbirine bağlı üç temel sorun etrafında şekillenmektedir: 1) Resmi ideolojinin söylemsel ve kurumsal çerçevesi (tarihsel bir perspektifle nasıl teşekkül ettiği), 2) Resmi ideolojinin teorik çerçevesi, parametreleri ve karakteristik özellikleri, 3) Resmi ideolojinin dış politika yapımına yansımaları. Resmi ideolojinin söylemsel çerçevesiyle ilgili olarak öncelikle, Cumhuriyet Türkiye'sinin siyasi mimarları M. Kemal Atatürk, İsmet İnönü ve Recep Peker'in söylev ve demeçleri etrafında resmi devlet ideolojisinin kavramsal çerçevesi incelenmiştir. Burada resmi ideolojiyi şekillendiren, formüle eden temel kavramlar, kaygı, öncelik ve hassasiyetler, tespit edilmiş ve ele alınmıştır. Resmi ideolojinin kurumsal çerçevesi kapsamında, resmi devlet ideolojisinin dönemin resmi / kurumsal belgeleri olan CHP Nizamnameleri / Programları ve 1924 Anayasası üzerinde 1923'ten 1937'ye uzanan tarihi seyirde kurumsal çerçevesini kazanma süreci incelenmiştir. Tezde ayrıca resmi ideolojiyi teorik düzlemde tanımlayan kurucu parametreler üzerinde durulmuştur. Bu parametreler "güvenlik", "kimlik" ve "eksen / model: Batı" olarak belirlenmiştir. Bunlar üzerinden resmi ideolojinin karakteristik özellikleri, ana hatları tespit edilmeye çalışılmıştır. Çalışmada son olarak, erken Cumhuriyet dönemi Türkiye'sinde resmi devlet ideolojisi – dış politika ilişkisi ve resmi ideolojinin dış politikaya yansımaları analiz edilmiştir.

This thesis aims to reveal the official state ideology of Turkey in terms of its discoursive, institutional and theoretical framework, and analyze its reflection to the foreign policy developed during the early period of the Republic (1923-1938). In that sense, the research is based on three inter-linked essential issues: 1) The discoursive and institutional framework of the official ideology (its formation from a historical perspective). 2) The theoretical framework of the official ideology, its parameters and its distinctive features. 3) The official ideology's reflection to the making of foreign policy. The official ideology's discoursive framework is analyzed through the discourses and declarations of M. Kemal Atatürk, İsmet İnönü and Recep Peker who are the political architects of the Republic of Turkey. In this first section, the essential concepts, fears, priorities and sensibilities that shaped the official ideology have been assessed. Within the scope of the official ideology's institutional framework, the official state ideology's institutional progress which stretches from 1923 to 1937 has been assessed through the CHP's Regulations (nizamname) and the Constitution of 1924 which were the official documents at that period. The thesis also assessed the foundational parameters defining the official ideology at the theoretical level. These parameters are established as "Security", "Identity" and "axis / model: The West". The characteristic features of the official ideology have been defined through the lenses of the aforementioned parameters. Finally, the thesis analyzed the relation between the official state ideology of Turkish Republic and its foreign policy as well as the former's reflection to the latter.
