The Concept of Recognition of Prior Learning in the Context of Turkish Higher Education

Abstract

Recognition of Prior Learning (RPL) in higher education is the conversion of students' practical/theoretical education, achievements obtained in formal/informal environments before they reach the level of education they are in, regardless of their systematic or guided acquisition, into credits or to substitute them for other relevant learning within the educational period. Especially in the European Higher Education Area and around the world in countries such as the USA, Canada, the UK and Australia, which have been able to implement the principle of lifelong learning in higher education institutions more effectively, the practices related to RPL have been carried out with comprehensive content and through acceptance tools in favour of the learner. As far as T & uuml;rkiye is concerned, it can be seen that even most of the fully accredited universities do not go beyond the crediting of previously attended courses, seminars and lectures and do not fulfil the concept of RPL. Moreover, the general picture is that the tools used for RPL consist of course substitution, file preparation, standard proficiency exams or interviews. In the study, the relative practices of the above-mentioned countries were highlighted in general and in the conclusion, it was determined how some remedial measures could be taken regarding the relevant practices in T & uuml;rkiye. It is expected that the results of the study will provide insight and raise awareness of the relevant issues for the educational policy regulators and policy makers, especially with regard to testing and evaluation in higher education.
