Türkiye'de bilimsel üst kurumların stratejik planlarına karşılaştırmalı bir bakış

Abstract

ÖZET Türkiye’de Bilimsel Üst Kurumların Stratejik Planlarına Karşılaştırmalı Bir Bakış Kısacık, Mehmet Yüksek Lisans Tezi, Kamu Yönetimi Anabilim Dalı Danışman: Doç. Dr. Sezai Öztop Haziran 2024 Günümüzde küreselleşme, bilim ve teknolojinin yanı sıra birçok alanda hızlı değişim ve dönüşümü tetiklemektedir. Bu süreçte, kamu ve özel sektör yönetimleri de değişimden etkilenmiştir. İdareler zamanla yönetsel süreçler çerçevesinde yaşadıkları sorunların üstesinden gelebilmek, etkili ve akılcı çözümler üretme niyetiyle stratejik yönetim tekniğini uygulamaya başlamışlar; bu da stratejik planlamaya dair birçok metodu da gerekli kılmıştır. Kurumların daha şeffaf, hesapverebilir, modern tekniklerle politika belirleme süreçlerini yönetme ihtiyacı stratejik planlama aracını ortaya çıkarmıştır. Stratejik planlama ile kurumlar bugünü ve geleceği geniş bir perspektiften irdelerken tüm faktörleri değerlendirerek kurumun çıktılarını güçlendirme yoluna gitmişlerdir. Bu çalışmada Yükseköğretim ve Bilim üst kurumları olan TÜBA (Türkiye Bilimler Akademisi), TÜBİTAK (Türkiye Bilimsel ve Teknik Araştırma Kurumu) ve YÖK (Yükseköğretim Kurulu) stratejik planlarının Strateji ve Bütçe Başkanlığının Kılavuzuna göre değerlendirilmesi ve detaylı analizi hedeflenmiştir. Türkiye’nin bilim alanındaki etkinliği anlamında önemli olan bu kurumların stratejik planlarında kısmi eksiklikler bulunmasına rağmen genel anlamda Kılavuza uygun olduğu değerlendirilmiştir. Eksiklikler objektif bir biçimde belirtilmiş, bölüm sonunda ilgili bölümlerle alakalı önerilere yer verilmiştir. Prof. Dr. Sezai Öztop June 2024 In today's world, globalization, science, and technology are rapidly driving change and transformation in many fields. In this process, public and private sector administrations have also been affected by these changes. Administrations have begun to apply strategic management techniques with the intent to produce effective and rational solutions to overcome the problems they face within the framework of administrative processes. This has necessitated various methods of strategic planning. The need for institutions to manage policy-making processes transparently, accountably, and with modern techniques has led to the emergence of strategic planning as a tool. Through strategic planning, institutions can strengthen their outputs by examining today and the future from a broad perspective and considering all factors. How institutions approach and fully implement strategic planning is one of the most critical parameters that will reveal their performance. This study aims to evaluate and analyse TÜBA (Turkish Academy of Sciences), TÜBİTAK (Scientific and Technological Research Council of Turkey), and YÖK (Council of Higher Education), according to Strategy and Budget guideline. While there are some shortcomings in these institutions' strategic plans, they generally follow the guidelines.
