Soğuk savaş sonrası dönemde Türkiye'nin Filistin algısı: Konstrüktivist bir yaklaşım

Abstract

Bu araştırmada Türkiye'nin Soğuk Savaş sonrası dönemde Filistin algısı, 1990'larla beraber mevcut uluslararası ilişkiler teorilerinin devletlerarası ilişkileri açıklamada yetersiz kaldığı iddialarının ortaya atıldığı bir dönemde, üçüncü bir yol olarak görülen konstrüktivizm kavramı referans alınarak, kavramda öne çıkan kimlik özelinde değerlendirilmiştir. Bu çalışma, üç farklı başlık altında değerlendirilmiş olup, ilk bölümde araştırmanın önemli konularından olan konstrüktivizm kavramı temel varsayımları çerçevesinde izah edilmeye çalışılmış, ikinci bölümde ise tarihsel bir bakış açısıyla Filistin sorununda yaşanan gelişmeler ele alınmıştır. Son bölümde ise Soğuk Savaş sonrası dönemde Türkiye'nin Filistin'le olan ilişkisi dış politika özelinde, konstrüktivist bir bakış açısıyla değerlendirilmeye çalışılmıştır. 1990-2002 yıllarında Türkiye'nin Filistin sorununa yaklaşımı mevcut hükümetlerin yaklaşımları çerçevesinde değerlendirilirken, 2002 sonrası Adalet ve Kalkınma Partisi'yle beraber dış politikada ortaya çıkan yeni söylemlerin ve konstrüktivizm kavramının Türkiye'nin Filistin algısında nasıl bir etkiye sahip olduğu açıklanmaya çalışılmıştır.

In this research, Turkey's perception of Palestine in the post-Cold War period has been evaluated in the identity framework that stands out in the concept of Constructivism which was seen as a third way when there were appealing claims that existing international relations theories were insufficient to explain interstate relations in the 1990s. This study has been evaluated under three different headings; in the first chapter, the concept of Constructivism, which is one of the main subjects of the research, has been tried to be explained within the framework of its basic assumptions. In the second chapter, developments in the Palestinian question have been discussed from a historical perspective. In the last chapter Turkey's relationship with the Palestine within the framework of foreign policy in the post-Cold War era, have been evaluated by the constructivist perspective. Between 1990-2002, Turkey's approach to the Palestinian question has been evaluated within the framework of the approaches of the current governments at that time; after 2002 with the government of the Justice and Development Party it has been tried to explain how Turkey has an impact on the perception of Palestine that the new discourses and concept of constructivism that emerged in foreign policy.
