Güç Geçiş Teorisi Perspektifinden Babülmendep Boğazı'nda ABD-Çin Rekabeti (2011 – 2021)

Abstract

Uluslararası sistemde güç geçişi tartışmaları, bilhassa 2000'li yılların başından itibaren ABD – Çin rekabetine yoğunlaşmaktadır. Bu çalışma, Güç Geçiş Teorisi'nde memnuniyetsizlik konseptine odaklanarak uluslararası sistemdeki ABD – Çin rekabetini Babülmendep Boğazı alt bölgesel sisteminde Cibuti ve Yemen politikalarını karşılaştırmalı bir şekilde test ederken, iki aktör arasında "dolaylı pragmatik iş birliği" kurulduğunu iddia etmektedir. Çalışmada, 2011 – 2021 yılları arasına odaklanılarak ABD – Çin rekabeti örnek olayı mercek altına alınırken, "teori test eden süreç analizi" metodu kullanılarak söz konusu aktörlerin uluslararası sistemdeki statükodan memnun olup olmadıkları, neden – sonuç ilişkisinin dönüm noktaları tespit edilerek analiz edilmiştir. Güç Geçiş Teorisi'nde memnuniyetsizlik konsepti literatüründe ters korelasyon bağlamında iki temel hipotez tartışılmaktadır. Bunlardan birincisi uluslararası sistemdeki statükodan ABD memnunken Çin'in memnun olmadığı, ikincisi Çin memnunken ABD'nin memnun olmadığıdır. Bu çalışmada ise uluslararası sistemdeki statükodan ABD ve Çin'in memnun olduğu hipotezi tartışılarak literatüre katkı yapılması hedeflenmiştir. Çalışmanın mevcut literatüre diğer bir katkısı ise söz konusu ilk iki hipotezin özelde Babülmendep Boğazı alt bölgesel sistemi, genelde uluslararası sistemde mercek altına alınarak tartışılmasıdır.

The U.S.-China competition has been at the forefront of discussions about power shifts in the international system, particularly since the early 2000s. By evaluating the Djibouti and Yemen policies of the U.S. and China respectively, this study focuses on the concept of dissatisfaction in Power Transition Theory (PTT) and seeks to comparatively assess the U.S. – China competition in the context of the Bab-el-Mandeb Strait sub-regional system. The study asserts that the two actors have established indirect pragmatic cooperation. The study explores the satisfaction or dissatisfaction of the U.S. and China with the international system by theory-testing process tracing method, pinpointing critical juncture in the cause-and-effect relationship between 2011 and 2021. In PTT, the concept of dissatisfaction is debated through two primary hypotheses within the context of inverse correlation in the literature. The first posits that while the U.S. is satisfied with the international system's status quo, China is not, and the second suggests that while China is satisfied, the U.S. is not. However, this study aims to contribute to the literature by testing the hypothesis that both the U.S. and China are satisfied with the status quo in the international system. Another contribution of this study to the existing literature is the examination of the first two hypotheses within the specific context of the sub-region of the Bab-el-Mandeb in the international system.
