İSTANBUL'DAKİ SOSYAL YARDIMLAŞMA VE DAYANIŞMA DERNEKLERİ BAĞLAMINDA İSLAMİ MİKRO FİNANS'IN GELİŞMESİNDE STK'LARIN ROLÜ

Abstract

Bu çalışmanın amacı, İstanbul'daki sosyal yardımlaşma ve dayanışma derneklerinin yanı sıra sivil toplum kuruluşlarının (STK) İslami mikro finansın gelişimindeki rollerini araştırmayı amaçlamaktadır. Çalışmanın temel odak noktası, STK'lar aracılığıyla İslami mikro finansın nasıl yapılandırıldığı, geliştiği ve toplum üzerindeki etkilerinin nasıl şekillendiğidir. Çalışma, teorik çerçevenin yanı sıra İstanbul'da faaliyet gösteren STK'lar ve bu alanda uzman akademisyenlerle yapılan mülakatlar ışığında mevcut durumun analizi yapılmıştır. Araştırmada İslami mikro finansın teorik temelleri, mikro finansın tarihsel gelişimi, yoksullukla mücadeledeki rolü ve Türkiye'deki uygulamaları incelenmiştir. Ayrıca, STK'ların yoksullukla mücadelede nasıl bir katkı sunduğu ve bu kurumların mikro finansın etkinliğini artırmak için hangi stratejileri benimsediği tartışılmıştır. Saha çalışması kapsamında, İstanbul'da faaliyet gösteren STK'lar ile görüşmeler yapılmıştır. Bu görüşmelerde, bu kurumların mikro finans projelerine nasıl yaklaştıkları, hangi yöntemleri kullandıkları ve bu projelerin sürdürülebilirliği üzerine derinlemesine bilgi toplanmıştır. Ayrıca, İslami mikro finans üzerine çalışan akademisyenlerle gerçekleştirilen mülakatlar, İslami mikro finans modellerinin uygulanabilirliği ve STK'ların bu süreçte oynadığı rol hakkında kritik veriler sağlamıştır. Bu mülakatlar, Türkiye'deki mevcut mikro finans modellerinin belirlemesini ve bunların, Asya'daki başarılı uygulamalarla karşılaştırılmasını mümkün kılmıştır. Bu çalışma İslami mikro finansın sadece finansal bir araç değil, aynı zamanda sosyal dayanışmayı ve toplumsal kalkınmayı destekleyen bir sistem olarak ele alınabileceğini göstermektedir. İslami mikro finansın, özellikle STK'lar ve sosyal yardımlaşma dernekleri aracılığıyla daha etkin bir şekilde kullanılabileceği ve yoksullukla mücadelede önemli bir potansiyele sahip olduğu sonucuna varılmıştır. Ayrıca, bu alanda karşılaşılan zorluklar ve bunlara yönelik öneriler de ele alınarak, Türkiye'deki STK'ların İslami mikro finansın gelişimine nasıl katkı sağlayabileceği tartışılmıştır.

The aim of this study is to investigate the role in the development of Islamic microfinance of both the social aid and solidarity associations and the non-governmental organizations (NGOs) operating in Istanbul. The focus of the study is to explore how Islamic microfinance is structured and developed, as well as its impact on society through the involvement of NGOs. The study is detailed through a theoretical framework and presents the findings of the interviews conducted with NGOs operating in Istanbul and experts in the field of Islamic microfinance. The research examines the theoretical foundations of Islamic microfinance, the historical development of microfinance, its role in combating poverty, and its applications in Turkey. In addition, the contribution of NGOs to poverty alleviation and the strategies these institutions adopt to enhance the effectiveness of microfinance are discussed. Fieldwork was conducted by interviewing NGOs operating in Istanbul and academics working in the field of Islamic microfinance. In these interviews, in-depth information was gathered about how these organizations approach microfinance projects, the methods they use, and the sustainability of these projects. Additionally, interviews with academics who work on Islamic microfinance provided critical insights into the applicability of Islamic microfinance models and the role of NGOs in this process. These interviews allowed for the examination of existing Islamic microfinance models in Turkey and their comparison with successful microfinance applications in Asia. This study demonstrates that Islamic microfinance can be viewed not only as a financial tool but also as a system that promotes social solidarity and community development. It was concluded that Islamic microfinance, especially through NGOs and social aid associations, can be utilized more effectively and has significant potential in the fight against poverty. Furthermore, challenges in this area and suggestions for overcoming them were addressed, discussing how NGOs in Turkey can contribute to the development of Islamic microfinance.
