İngiliz dış politikasında dekolonizasyon bağlamında süreklilik ve değişim

Abstract

Bu tez günümüz dünya siyasetini temel olarak yönlendiren devletlerin izini aramada, 16.yüzyıl-21. yüzyıl arasında çeşitli aşamalardan geçerek inşa ettiği küresel Britanya Dünya Sistemi'ni, II. Dünya Savaşı'ndan sonraki çözülme-gerilemeden sonra dekolonizasyon uygulamaları ile yeniden tesis etmeyi hedefleyen Birleşik Krallık'ın performansını odağına almaktadır. Sömürge kurdukları bölgelerin çoğundan fiziksel olarak çekilerek, söz konusu ülkelerin bağımsızlıklarını tanıyarak ve ortak bir aidiyet-hedef-kurum bağı oluşturarak İngiliz menfaatini dönüştüren bu yaklaşım, Avrupa imparatorluklarının geri çekilme süreci bağlamında ilintili Uluslararası İlişkiler literatüründe stratejik önemde görünmektedir. Bu tez işte bu noktada İngiliz dış politikasında dekolonizasyon süreci üzerinden inşa edilen değişim ve süreklilik gelişmelerini analiz etmektedir. İngiliz dünya gücünün oluşumu, 1945'ten sonra izlenen stratejiler, Güneydoğu Asya, Orta Doğu, Afrika ve Karayipler bölgelerindeki dekolonizasyon süreçlerinin yanı sıra Hindistan ve Orta Afrika Federasyonu örnekleri irdelenerek, bu değişim-sürekliliğin hangi politik çıktılarla ve ne derece gerçekleştiği, eski sömürge ilişkilerinden Birleşik Krallık'ın bu bağlamda ne ölçüde yararlandığı araştırılacaktır. Bu çalışma son kertede İngiliz dünya gücünde gerilemeler yaşansa da, Birleşik Krallık'ın imparatorluk vizyonunu ve dünya siyasetini yönlendirme misyonunu kaybetmediğini ve sürdürme amacında olduğunu tespit etmiştir.

In tracing the states that fundamentally shape contemporary world politics, this thesis focuses on the performance of the United Kingdom, which aims to re-establish the global British World System, which it built through various stages between the 16th and 21st centuries, through decolonization practices after the disintegration and decline after World War II. This approach, which transformed the British interest by physically withdrawing from most of the colonized territories, recognizing the independence of these countries and creating a common bond of belonging-goals-institutional bonds, seems to be of strategic importance in the related International Relations literature in the context of the withdrawal process of European empires. It is at this point that this thesis analyzes the developments of change and continuity in British foreign policy constructed through the decolonization process. By examining the formation of British world power, the strategies pursued after 1945, the decolonization processes in Southeast Asia, the Middle East, Africa and the Caribbean regions, as well as the examples of India and the Central African Federation, it will be investigated with which political outcomes and to what extent this change-continuity has been realized, and to what extent the United Kingdom has benefited from its former colonial relations in this context. This study ultimately concludes that despite the decline of British world power, the United Kingdom has not lost its imperial vision and its mission to shape world politics.
