Düyûn-ı Umûmiyye İdaresi Mevzuatı’da Bulunan Belge Yönetimi Konulu Maddelerin Değerlendirilmesi: Rehber-i Muamelat Zeyli (Mart 1891 – Mart 1895)

Abstract

19. yüzyılda Osmanlı Devleti’nin ekonomik durumu kötüye gitmekteydi. Devlet, ilk dış borcunu 1854 yılında aldıktan 20 yıl sonra iflasını ilan etmişti. Bu kötü gidişi durdurmak ve Osmanlı Devleti’nin aldığı borçları ödemek için 1879 yılında Rüsum-ı Sitte İdaresi kuruldu. Osmanlı Devleti’nin önemli vergi gelirleri bu kuruma tahsis edilerek büyük alacaklıların borçlarının ödenmesi amaçlanmıştı. Küçük alacaklılar bu duruma itiraz edince yeni bir kararname ile Düyûn-ı Umumiyye İdaresi kuruldu. Tahsis edilen gelirler daha da genişletilerek Osmanlı Devleti’nin neredeyse tüm vergi gelirlerine el kondu. Düyûn-ı Umumiyye İdaresi’nin ve ondan önceki Rüsumat Emaneti ile Rüsum-ı Sitte İdarelerinin iç yazışmaları ile bağlı olduğu mevzuat toplanarak Rehber-i Muamelat ve bunun devamı olan Rehber-i Muamelat Zeyli isimli iki kitap halinde yayınlanmıştır. Bu çalışma kapsamına Düyun-ı Umumiyye’nin 6 Mart 1891’den [22 Şubat 1306] 12 Mart 1895’e (Mart 1310) kadarki mevzuat ve iç yazışmaları ihtiva eden Rehber-i Muamelat Zeyli’nin dokuzuncu babı (bölümü) alınmıştır. Söz konusu bölüm belge yönetimi konulu maddelerini içermektedir. Maddelerin daha iyi anlaşılabilmesi amacıyla transkripsiyonları ile beraber Günümüz Türkçesine çevrilmiş halleri de bu çalışma dahilindedir. 19. Yüzyılda Osmanlı Devleti sınırları dahilinde faaliyet gösteren bir kurumun belge yönetimiyle alakalı mevzuata müstakil olarak yer vermesi, bu konuya verdiği önemi göstermektedir. Bu çalışmada Düyûn-ı Umumiye’nin mevzuatında bulunan ve iç yazışmalarında geçen belge yönetimi ile maddelerin değerlendirilmesi amaçlanmıştır.

The Ottoman Empire's economy was getting worse throughout the nineteenth century. Twenty years after receiving its first foreign debt in 1854, the state filed for bankruptcy. In order to reverse this unfortunate trend and settle the Ottoman Empire's obligations, the Rüsum- Sitte Administration was set up in 1879. This organization received funding from the Ottoman Empire's significant tax collections with the purpose of paying off the large creditors' obligations. The Ottoman Public Debt Administration was founded with a fresh decree in response to the small creditors' objections to the current state of affairs. The allocated funds were increased and incorporated in practically all Ottoman Empire taxes. The Rehber-i Muamelat and its successor, the Rehber-i Muamelat Zeyli, were two books that collected and published the internal correspondence of the The Ottoman Public Debt Administration as well as the previous Rüsumat Emaneti and Rüsum-i Sitte Administrations and the legislation to which they were bound. The Rehber-i Muamelat Zeyli 's ninth chapter, which comprises The Ottoman Public Debt Administration’s correspondence from March 6, 1891 (February 22, 1306), to March 12, 1895, is the section that is relevant to this study (March 1310). The section in question contains record management articles. The simplified versions of the issues translated into Modern Turkish, together with their transcriptions, were used in this study to aid in the comprehension of the issues. It demonstrates the significance it attached to this issue that a 19th-century organization operating within the Ottoman Empire's borders contained legislation about document handling on its own. In this study, it is aimed to evaluate the isssues related to records management in the legislation of The Ottoman Public Debt Administration and in its internal correspondence.
