Ulusal petrol şirketleri'nin iç ve dış politikaya etkisi üzerine bir inceleme: Cezayir-Sonatrach örneği

Abstract

Çalışma, ulusal petrol şirketlerinin ortaya çıktığı şartları ve petrol piyasasındaki konumlarını inceleyerek çizdiği kavramsal ve tarihsel çerçeve ışığında, Cezayir'e ait Sonatrach şirketinin iç ve dış politika yapımındaki etkisini incelemektedir. II. Dünya Savaşı'ndan sonra yaygınlaşan ve petrol sektöründe düzenleyici bir rol üstlenen ulusal petrol şirketleri, özellikle bu dönemde kurulmuş kaynak zengini devletler tarafından ekonomik bağımsızlığın bir sembolü olarak görülmüştür. Bu devletlerin, petrol kaynaklarının politik ve ekonomik kontrolünü yabancı unsurlardan kendi kontrollerindeki teşebbüslere kaydırma çabaları, şirketlere atfedilen misyon ile ulusal çıkarlar arasında doğrudan bir ilişki kurulmasına neden olmuştur. Petrol rantını devlet tekelinde toplamayla özdeşleşen bu ilişkinin ekonomik yönü kadar politik yönünün de olduğu fikri, çalışmanın ana savunularından biridir. Bu argümanı Cezayir örneği üzerinden inceleyen çalışma, petrol rantını ve kaynaklarını güvence altına almak adına Sonatrach'a iç ve dış politikada verilen rollere ve bunların yansımalarına dikkat çekmektedir. Sonatrach'ı giderek daha fazla siyasi ve toplumsal gelişmelerin merkezine iten gelişmeleri incelerken Rantçı Devlet Teorisi'nden faydalanan tez, hem Cezayir'in enerji vizyonuna hem de ulusal petrol şirketlerinin politik önemine ışık tutmayı hedeflemektedir.

This study examines the conditions in which national oil companies emerged and strengthened their position in the oil market and through the case study of Sonatrach company. It specifically evaluates the impact of Sonatrach, a national oil company owned by Algeria, on domestic and foreign policy making in the light of the conceptual historical and sociopolitical framework it has drawn. National oil companies, which became widespread after World War II and took a regulatory role in the oil sector, were seen as a symbol of economic independence, especially by states that have rich oil resources discovered also in this period. The efforts of these states to transfer political and economic control of oil resources from foreign actors to domestic enterprises under their control have resulted in a direct relation between the goals of the enterprises and the national interests of the state. The main argument of this thesis is that the relation between national oil companies and the state, basically identified by the state monopoly on oil revenues, has a political as well as an economic aspect. Examining this argument through the Algerian example, the study emphasizes the roles attributed to Sonatrach in domestic and foreign policy in order to secure oil revenues and resources. Benefiting from the Rentier State Theory in examining the conditions that have placed Sonatrach to the center of developments, this thesis aims to shed light on both Algeria's energy policy and the politico-strategic importance of national oil companies.
