Erken Dönem Osmanlı Fermanlarının Diplomatik İncelemesi

Abstract

Bu tez, Osmanlı Devleti’nin kuruluş döneminden Kanunî Sultan Süleyman Dönemi’ne kadar olan süreçte üretilmiş olan fermanları diplomatik bilimi açısından incelemektedir. Osmanlı Devleti’nin kuruluş döneminden günümüze ulaşan erken tarihli fermanların orijinal suretleri veya bunların daha önce neşredilmiş olanları esas alınarak bu belgeler şekil özellikleri ve tarihsel gelişimi açısından incelenmiştir. Bulunan belgeler, metin içerisinde kronolojik olarak sıralanıp; özetleri ve transkripsiyonları ile dönemine göre kapsamlı bir şekilde değerlendirilmiştir. Dîvan-ı Hümâyun?da Dîvan (Beylikçi) Kalemi tarafından hazırlanan yazılı fermanlar diplomatik açıdan dönemlere göre farklılıklar göstermektedir. Tezimizin birinci bölümünde erken dönem fermanları, evvela kendi dönemlerine göre incelenmiştir. Burada dönemlerine göre fermanların muhatapları ve yazılış sebeplerine değinilmiş, daha önce tespit edilmiş belgelerin kaynakları hakkında bilgiler verilmiştir. Tespit edilen belgelerin anlatım biçimi ve yapılarındaki değişim, sistemli ve kronolojik bir şekilde incelenerek diplomatik ilmi bakımından değerlendirilmiştir. Son olarak tespit edilen belgeler ekler kısmında sırası ile listelenmiş, transkripsiyonu yapılmış ve belgelerin görselleri, kaynakçaları ile verilmiştir. Anahtar Kelimeler: Erken Dönem Padişahları, Diplomatika, Ferman, Hüküm, Kararname, BeratThis thesis examines the decrees produced from the foundation period of the Ottoman Empire to the reign of Suleiman the Magnificent in terms of diplomatic science. The original copies of the early decrees from the foundation period of the Ottoman Empire that have survived to the present day or their previously published versions were taken as basis and these documents were examined in terms of their formal characteristics and historical development. The documents found were listed chronologically in the text and evaluated comprehensively according to their periods with summaries and transcriptions. The written decrees prepared by the Divan (Beylikçi) Secretary in the Divan-ı Hümayun show differences in diplomatic terms according to the periods. In the first part of our thesis, the early decrees were first examined according to their periods. Here, the addressees of the decrees and the reasons for their writing according to their periods were mentioned, and information was given about the sources of previously identified documents. The changes in the narrative style and structure of the identified documents were systematically and chronologically examined and evaluated in terms of diplomatic science. Finally, the identified documents were listed in order in the appendix section, their transcriptions were made, and the visuals of the documents were given with their references.
