1976 ve sonrası: Arjantin'de demokrasi süreci

Abstract

Arjantin, Latin Amerika'daki diğer ülkelerde olduğu gibi, geçmişte askeri darbeler vasıtasıyla demokrasinin birçok kez kesintiye uğradığı bir ülkedir. Buradan yola çıkarak, bu tezin konusunu, bağımsızlığını kazandığı günden bugüne, Arjantin'de demokrasi sürecinin nasıl ilerlediği oluşturmaktadır. Bu kapsamda, tezin ilk bölümünde, demokrasinin nasıl ve nerede ortaya çıktığı ve demokrasinin bugünkü haline evrilene kadar hangi aşamalardan geçtiğinden bahsedilmesine ek olarak, demokrasiyi kesintiye uğratan "askeri darbe" kavramından ve bu darbelerin kapsamından söz edilmiştir. Özellikle Latin Amerika'nın birçok kez deneyimlediği askeri darbeler, neden-sonuç ilişkisi bakımından analiz edilmiştir. Tezin ikinci bölümünde, Latin Amerika'nın sömürgeleştirilme ve bağımsızlık süreçleri detaylı bir şekilde ele alınmış ve birtakım veriler ışığında, bölgede, demokrasinin bugün ne durumda olduğu değerlendirilmiştir. Tezin üçüncü ve son bölümünde, tezin esas inceleme konusunu oluşturan Arjantin'in, bağımsızlığını kazandığı günden bugüne kadar, siyasal hayatının nasıl ilerlediği incelenmiştir. Arjantin siyasal hayatını şekillendiren ideolojiler, liderler, askeri darbeler, ayaklanmalar, ekonomi politikaları ve ülkenin deneyimlediği sosyal ya da siyasal olaylar demokrasi yönünden ele alınmıştır. Tezin amacı, 1976 yılında, Arjantin'de askeri cunta hükümetinin ülkeyi sürüklemiş olduğu Kirli Savaş'ın, Arjantin demokrasisi için ne ifade ettiğini ve Arjantin'in siyasal hayatının şekillenmesinde ne gibi etkileri olduğunu ortaya koymaktır.

Argentina, like other countries in Latin America, is a country where democracy has been interrupted many times in the past through military coups. Based on this, the analysis of this thesis consists of how the democracy process has progressed in Argentina since the day it gained its independence. In this context, in the first part of the thesis, in addition to mentioning how and where democracy emerged and what stages it went through until it evolved into its present form, the concept of military coup that interrupted democracy and the scope of these coups were discussed. In particular, military coups experienced by Latin America many times have been analyzed in terms of cause and effect relationship. In the second part of the thesis, the colonization and independence processes of Latin America are discussed in detail and in the light of several data, today's state of democracy in the region is evaluated. In the third and last part of the thesis, the progress of the political life in Argentina, which constitutes the main study of the thesis, since the day it gained its independence, is examined. Ideologies, leaders, military coups, uprisings, economic policies that shape Argentina's political life and social or political events experienced by the country are discussed in terms of democracy.The purpose of the thesis is to demonstrate what the Dirty War, which the military junta government dragged the country in 1976, meant for Argentina's democracy and what effects it had on the shaping of Argentina's political life.
