Üniversitelerde akademik performans yönetimi

Abstract

Türkiye'de dinamik bir güç olarak gelişimini devam ettiren üniversitelerde; kalite, performans, yenilik ve girişim kavramları birlikte kullanılmaya başlanmıştır. Hızla değişen ve gelişen dünya üniversiteleri karşısında uluslararası konumunu güçlendirmeyi hedefleyen Türkiye üniversiteleri, akademik performansını artırarak uluslararası sıralama sistemlerindeki yerini yükseltmeyi hedeflemektedir. Bu kapsamda yapılan çalışmaların analiz edilerek mevcut durumun ortaya koyulmasını hedefleyen tezde ilk olarak; performans yönetiminin kavramsal çerçevesi çizilmiş, ardından Türkiye'deki ve Dünyadaki üniversite sistemlerinin gelişimi tarihsel bağlamda ele alınmıştır. Akademik performansın ölçümü kapsamında yürütülen çalışmalar, dünya üniversiteleri sıralama sistemleri açısından incelenmiştir. Uygulanan bu sistemde özellikle akademik performansın ölçümünde başat rol oynayan; temel performans kriterleri, uluslararası kapsamda taranan endeksler, akademik performansın ölçümündeki yasal düzenlemeler ve akademik veri yönetim sistemi araştırma konusu yapılarak Türkiye'den üç üniversitenin karşılaştırılmasıyla çalışma tamamlanmıştır.

Quality, performance, innovation and enterprise concepts have been used together at the universities continue to develop as a dynamic force in Turkey. The universities in Turkey, which aim to strengthen the international position against rapidly changing and developing universities in the world, aim to advance their place in the international ranking systems by improving the academic performance. In this thesis aiming to introduce the current situation by analyzing the studies done in this context; first of all, the conceptual framework of performance management is formed, then the development of the university system in Turkey and in the world is discussed within historical context. Studies carried out under the measurement of academic performance are analyzed in terms of world universities ranking systems. In this applied system; basic performance criteria, the indices scanned in the international context, legal regulations in the measurement of academic performance and academic data management system have been research subjects which dominant role especially in the measurement of academic performance and the study has been completed by comparing three universities in Turkey.
