Devrim sonrası İran'da kimlik, ulus ve devlet tartışmaları: Sistan ve Belucistan örneği

Abstract

Çalışma toplamda giriş ve sonuç bölümleri dışında üç bölümden oluşmakta olup, ilk bölümde kavramsal bir çerçeve çizilerek kimlik ulus, ulusçuluk, ulus-devlet kavramları incelenmiştir. Bu kavramların uluslararası ilişkiler alanında ortaya çıkış süreçlerine değinilmiştir. Çalışmamızın temel taşlarından biri olan kimlik kavramı, inşacı teori çerçevesinde ele alınarak kimliğin uluslararası sistemdeki yeri ve önemi izah edilmiştir. İkinci bölümde ise İran İslam Cumhuriyeti kimliğini oluşturan etmenlere kısaca göz atılmış, bunlardan özellikle çalışmamızı daha ziyade ilgilendiren kimliğin Şii- Müslüman boyutu üzerinde durulmuştur. Bu bölümde ayrıca bugünkü İran Anayasası'nda ismi geçen azınlıklar ve anayasadaki temsil haklarına yer verilmiştir. Çalışmanın ana bölümünü oluşturan üçüncü bölümde ise, Sistan ve Belucistan Bölgesi'ndeki sosyo-politik arka plan çerçevesi çizilmiş, anayasada yer alan "Şii- Müslüman" ifadesinin bölge halkına yaşattığı kültürel, politik ve ekonomik zorluklara değinilmiştir. Son olarak da İran Hükümeti'nin bölgedeki politikalarına yer verilmiş, halkın bu politikalara olan reaksiyonlarından bahsedilmiştir.

This study consists of three chapters excluding introduction and the conclusion chapters. In the first part, the concepts of identity nation, nationalism, nation-state have been examined by drawing a conceptual framework. The emergence of these concepts in the field of international relations has been discussed. The concept of identity, which is one of the cornerstones of our study, has been explained within the framework of constructivist theory and the place and importance of identity in the international system has been stated. In the second part, the factors that make up the identity of the Islamic Republic of Iran have been briefly gone through and the Shiite-Muslim dimension of the identity, which is more concerned with our work, has been emphasized. This section also includes the minorities mentioned in the Iranian Constitution and the rights of representation in the Constitution. In the third chapter which constitute the main part of the study, the socio-political background framework in Sistan and Balochestan Region has been drawn. The cultural, political and economic difficulties caused by the "Shiite-Muslim" expression in the constitution are mentioned. Finally, the policies of the Iranian Government in the region have been discussed and the reactions of the people to these policies are mentioned.
