Nato'nun Avrupa güvenliği bağlamında Ukrayna-Rusya krizinde oynadığı rol (1991-2014)

Abstract

Sovyetler Birliği'nin dağılmasıyla Soğuk Savaş'ın da bitmesi Avrupa bütünleşmesi ve NATO genişlemesi için fırsat doğurmuş oldu. Fakat Rusya Federasyonu'nun emperyalist kökenine dönük Yakın Çevre politikası söz konusu genişleme ve bütünleşme için engel teşkil etmekteydi. "NATO'nun Avrupa Güvenliği Bağlamında Ukrayna-Rusya krizinde oynadığı rol" isimli bu çalışmamızda NATO'nun genişleme konseptiyle Rus jeopolitiğinin çatışma noktası olan Ukrayna krizinin kökenleri, alt yapısı, dinamiklerini olayların gelişmesi ışığında incelemeğe çalıştık. Giriş bölümünde araştırmanın konusu, amacı, önemi, metodu ve sınırlarına değinirken teorik çerçeveyi de belirlemeğe çalıştık. "NATO ve Avrupa Güvenliği" isimli birinci bölümde, konunun daha iyi anlaşılabilmesi için NATO'nun oluşumu, İkinci Cihan Harbi'nden sonra Avrupa'da yaşanan gelişmeler ve Avrupa Birliği'nin oluşum sürecini, NATO-Avrupa ilişkilerini ele aldık. "Ukrayna-Rusya Krizi ve NATO" adlı ikinci bölüm tezimizin kapsamı ve konusu itibariyle ana bölüm olmaktadır. Bu bölümde, Ukrayna devletinin oluşumu, Rusya, Avrupa ve NATO'yla ilişkileri, Rus siyasetinde Ukrayna'nın yeri konularına değinmekle, Ukrayna'nın bağımsızlık kazanmasından sonra ortaya çıkan krizler, onların arka planı, tarihi kökenlerini incelemeye çalışırken, özellikle, 2013 yılında başlamış ve günümüze dek süren Kırım ve Donbas krizi üzerinde durduk. Sonda sonuç, kaynakça ve ek belgeler verilmekle araştırma tamamlanmıştır.

The end of Cold War resulting with the collapse of the Soviet Union created new opportunities for the European integration and NATO enlargement. Russia's near abroad policy based upon its imperial origins was the main obstacle for the expanding of NATO and EU. In this research titled as "The Role of NATO in Ukrainian-Russian crisis, in the context of European Security" we tried to examine the roots, structure and the dynamics of the crisis which may well be seen as the focal point where Russia's geopolitical vision clashes with the concept of NATO's enlargement. In the Introduction, we tried to determine the theoretical framework of the research while touching upon the subject, purpose, methods and frames of the issue. In the first chapter titled as "NATO and European Security" we tried to study the formation of NATO, the processes in Europe after World War II and formation of European Union, NATO-Europe relations to make a better understanding of the issue. The second chapter named "Ukrainian-Russian Crisis and NATO" is the main chapter of the research according to its framework and the subject. Here, we tried to investigate the crises emerged after the gaining independence of Ukraine, in particular, the Crimean and Donbas crisis started in 2013 and continuing until present times, their backgrounds and historical roots together with the formation of Ukrainian state, its relations with Russia, Europe and NATO, Russian politics towards Ukraine.
