Sanayinin geleceği endüstri 4.0 ve iş sağlığı ve güvenliği

Abstract

Tarih boyunca her alanda verimlilik ve tasarruf insanlığın temel hedeflerinden olmuştur. Bu hedefin üretim sistemine yansıması sonucu insanlık endüstri çağına girmiştir ve endüstri dönemleri başlamıştır. Her endüstri döneminde bir önceki döneme göre üretim sürecinde verimlilik ve tasarruf oranı artmakla beraber çalışma koşulları da büyük ölçüde değişmiştir. Günümüzde üretim sürecinde çoğunlukla elektrik enerjisi temelli endüstri 3.0 sistemi kullanılmaktadır. Fakat bilişim sistemleri ve teknolojinin üretim sürecine entegresi ile endüstri 4.0 sistemine geçişler gelişmiş ülkeler basta olmak üzere başlamıştır. Endüstri 4.0 sistemine geçiş ile beraber üretim sisteminin değişmesi, mevcut iş sağlığı ve güvenliği sisteminin de değişmesini gerektirecektir. Bu doğrultuda endüstri 4.0 sisteminde işyerlerinin tehlike derecelerinin ve derecelendirme yönteminin, risk faktörlerinin ve alınması gerekli tedbirlerin, işyeri hekimi ve iş güvenliği uzmanlarının yükümlülüklerinin ve en önemlisi uzaktan yönetimin mümkün olması ile iş sağlığı ve güvenliği yönetim sisteminin değişeceği ortadadır. Bu değişimler beraberinde birçok problemi de getirecektir. Bu problemlerin önceden öngörülerek gerekli yasal altyapının ve tedbirlerin alınması yerinde olacaktır. Bu sebeple çalışmamızda ortaya çıkabilecek bu tür problemler ve çözüm önerileri tartışılacaktır.

Throughout history, efficiency and saving have been one of the main targets of humanity. This target is reflected in the production system as a result of the humanity industry has entered the industry and industry periods have started. In each industrial period, while the efficiency and savings rate have increased in the production process compared to the previous period, the working conditions have changed considerably. Nowadays, in the production process, an electrical energy based industry 3.0 system has been being used. But with the integration of information systems and technology into the production process, the transition to the industry 4.0 system started mainly in the developed countries. The change of the production system along with the transition to the Industry 4.0 system will require the existing occupational health and safety system to change. As a result, it is evident that the occupational health and safety management system will change due to remote management possibility in the industry 4.0 system with the degree of hazard of the workplaces and the degrees, risk factors and necessary safety measures, occupational physicians and occupational safety experts' responsibilities and most importantly. These changes will cause many problems. It is necessary to take the necessary legal infrastructure and safety measures in advance. Therefore, such problems and probable solutions that may arise will be discussed in our study.
