Hadd-i hudud-ı saltanat-ı seniyye: Derviş Paşa'nın tahdid-i hudud-ı İraniye adlı eseri ışığında Osmanlı-İran sınırı

Abstract

19. yüzyılın ilk yarısında Osmanlı-İran ilişkilerine dair birçok sorunun halledilmesi vesilesiyle toplanan Erzurum Konferansı (1843-47) neticesinde imzalanan Erzurum Antlaşması'nın (1847) üçüncü maddesi gereği oluşturulan sınır belirleme komisyonunun heyet reisi olarak görevlendirilen Derviş Paşa'nın, hicrî 1286 tarihinde bu görevine binaen Osmanlı-İran sınırlarını mufassal bir şekilde gösteren, bizim kısaca "Tahdid-ı Hudud-ı İraniye" diye adlandırdığımız bir eseri yayınlanmıştır. Bu çalışmada da mezkûr eserin çeviriyazım metni yanında eserde bahsedilen meselelerin anlaşılmasına yardımcı olacak bir şekilde, Türk-İran ilişkilerinin tarihî arka planına, bu süreçte Osmanlı Devleti ile İran ilişkilerine değinilmiş ve iki taraf arasında mevcut olan hudut meselelerinin kökeni ve neticeleri hakkında verilen bilgiler ile eserin içeriği ve türünün hudûdnâme olduğu da bahis mevzuu edilmiştir. Ayrıca eserin türüyle ilgili kavramlar açıklanarak konu birçok yönden vuzuha kavuşturulmaya çalışılmıştır. Çalışmada ilave olarak Derviş Paşa'nın kısa biyografisine de yer verilmiştir. Böylece Osmanlı Tarihi literatürüne bir katkı olarak okuyucunun istifadesine sunulan bu metinle beraber, metnin anlaşılması adına yaptığımız değerlendirmelerle de Osmanlı-İran ilişkilerine farklı bir açıdan ışık tutulmaya çalışılmıştır.

In 1286 of the hegira, a book written by Derviş Pasha under a proposed short title "Tahdid-ı Hudud-ı İraniye" which primarily indicates the Ottoman-Iranian borders in detail. Derviş Paşa was charged by the Ottoman Empire as the chief officer on the field to draw the borders between the two countries; his post was determined pursuant to the third paragraph of the Treaty of Erzurum (1847) which was signed as a result of the Conferences of Erzurum (1843-47). These conferences aimed to solve many problems in the Ottoman-Iran relations in the first half of the nineteenth century. In this thesis, in addition to a transliteration of the abovementioned book, the historical background of the Ottoman-Iran relations and the relations specifically in the period in question are evaluated. The historical roots of the border issues between two powers and the consequences of these issues are elucidated and it is argued also that the genre of this book is "hudûdnâme", (an epistle of border). The particular concepts about the genre of the book is clarified. Moreover, in this thesis, there is a brief biography of Derviş Paşa. By the way, together with the transliteration of this text, which will be a contribution to the Ottoman history studies and is a text ready for benefit of the Ottoman history readers, this thesis, through the evaluations of the text attempts to shed light on the Ottoman-Iran relations from a different perspective.
