The Construction Process of Zaganos Pasha Mosque and Tomb after the 1898 Balikesir Earthquake with Documents

Abstract

Balıkesir Zaganos Pasha Complex was built by Zaganos Pasha, one of the viziers of Mehmed the Conqueror, in 1461. The complex included a mosque, a bathhouse, an imaret, a mausoleum, a muvakkithane, a muallimhane, and a bedesten (covered bazaar), but the muallimhane, imaret, and bedesten do not exist today. While the earthquake in Balikesir in January 1898 destroyed many buildings, Zaganos Pasha Complex, the largest complex in Balikesir, was also damaged by the earthquake, and an attempt was made to rebuild it in the last months of 1898. This article aims to examine the process of rebuilding the Zaganos Pasha mosque and mausoleum after the earthquake in Balikesir in January 1898 in the light of archival documents. For the construction of the mosque and mausoleum, a survey was made, a debate was opened, and the mosque and mausoleum were built with the financial support of the people due to the lack of sufficient income from the foundation and the treasury. Complaints and criticisms about the work carried out throughout the construction process. Convincing the administration and the public and finding solutions to financial problems were identified as process management challenges.

Balıkesir Zağanos Paşa Külliyesi, Fatih Sultan Mehmed’in vezirlerinden Zağanos Paşa tarafından 1461 yılında inşa ettirilmiştir. Külliye cami, hamam, imaret, türbe, muvakkithane, muallimhane ve bedestenden gibi yapıları içermekteyken bu yapılardan muallimhane, imaret ve bedesten bugün bulunmamaktadır. Balıkesir’de 1898 yılının Ocak ayında yaşanan deprem pek çok yapının yıkılmasına sebep olurken Balıkesir’in en büyük külliyesi olan Zağanos Paşa külliyesi de bu deprem sebebiyle hasar almış ve 1898 yılının son aylarında yeniden inşası için girişimde bulunulmuştur. Makalede, 1898 yılının Ocak ayında Balıkesir’de meydana gelen deprem sonrasında Zağanos Paşa cami ve türbesinin yeniden inşa edilmesine ilişkin sürecin arşiv belgeleri ışığında ele alınması amaçlanmıştır. Yapıların inşası için öncelikle keşif yapılmış, münakasa açılmış, vakfın ve hazinenin yeterli gelire sahip olmaması nedeniyle halkın maddi destekleriyle cami ve türbenin inşa işleri gerçekleşmiştir. İnşa süreci boyunca yapılan işler hakkında şikâyetler ve eleştiriler olmuş, yönetimin ve halkın ikna edilmesi ve maddi sorunlara çare bulunması süreç yönetiminin güçlükleri olarak belirlenmiştir.
