The Regional Effects of Public Social Expenditures on Income Distribution in Turkey: An Analysis Using the SUR Model for the 2006-2021 Period

Abstract

Social expenditures are an important tool of social policy, and consequently of the welfare state, in addressing societal problems and enhancing well-being. While social expenditures are used for various purposes, they also play a significant role in correcting income inequality. In Turkey, following the onset of a more stable economic and political period compared to previous eras after 2001, social policy found the opportunity to develop, leading to significant increases in public social expenditures. In this context, the aim of the study is to examine the regional impact of public social expenditures on income distribution in Turkey for the period 2006-2021. To achieve this goal, the relationship between the subcomponents of social expenditures, namely public social security and social assistance, education, and health expenditures, and income distribution (Gini coefficient) was tested regionally using the Seemingly Unrelated Regression (SUR) model. According to the findings, the relationship between public social expenditures and income distribution varies across regions and social expenditure subcomponents. However, when the findings are generalized, it can be said that the impact of social expenditures on regional income distribution is limited, and in some regions, no effect was observed.

Sosyal harcamalar toplumsal sorunların çözümünde ve refahın artırılmasında sosyal politikanın ve dolayısıyla sosyal devletin önemli bir aracıdır. Sosyal harcamalar farklı amaçlar için kullanılmakla birlikte gelir dağılımındaki adaletsizliğin düzeltilmesinde de önemli bir role sahiptir. Türkiye’de 2001 sonrasında geçmiş dönemlere göre daha istikrarlı ekonomik ve siyasi bir dönemin yaşanmaya başlaması ile sosyal politika gelişme imkânı bulmuş ve buna bağlı olarak kamu sosyal harcamalarında önemli artışlar gerçekleşmiştir. Bu bağlamda yapılan çalışmanın amacı Türkiye’deki kamu sosyal harcamalarının gelir dağılımına etkisinin 2006-2021 dönemi için bölgesel olarak incelenmesidir. Bu amacı gerçekleştirmek için sosyal harcama alt bileşenleri olan kamu sosyal güvenlik ve sosyal yardım, eğitim ve sağlık harcamaları ile gelir da-ğılımı (Gini katsayısı) arasındaki ilişki bölgesel olarak Görünürde İlişkisiz Regresyon (GİR) modeli ile test edilmiştir. Elde edilen bulgulara göre kamu sosyal harcamaları ile gelir dağılımı ilişkisi bölgelere ve sosyal harcama alt bileşenlerine göre farklılıklar göstermektedir. Fakat genelleme yapılarak bulgulara bakıldığı zaman, sosyal harca-maların bölgesel gelir dağılımı üzerindeki etkisinin sınırlı olduğunu ve bazı bölgelerde etkisinin bulunmadığını söylemek mümkündür.
