Yerel seçimlerde seçmen davranışına etki eden faktörler: Ataşehir örneği

Abstract

Seçmenler demografik, sosyo-kültürel, sosyo-psikolojik, siyasal ve güvenlik gibi birçok faktörden etkilenmekte ve davranışlarına yansımaktadır. Ancak her ülkede aynı faktörler seçmen davranışında etkili olmadığı gibi ülke içerisinde, bölgeler arasında, illerde, ilçelerde ve hatta mahallelerde dahi aynı faktörlerden bahsetmek mümkün değildir. Dolayısıyla Türkiye geneli için oluşturulan standart bir seçim politikasının varlığı yetersiz kalmaktadır. Bu çerçevede, yerel seçimler seçmen davranışlarına etki eden faktörler ortaya konularak, ilçe bazlı ve hatta mahalle bazlı bir seçim politikası ortaya konulması amaçlanmaktadır. Bu amaç doğrultusunda çalışma üç bölümden oluşmaktadır. İlk bölümünde literatür taraması sonucunda seçmen davranışı ve seçmen davranışına etki eden faktörler ele alınarak kavramsal ve kuramsal kısım oluşturulmuştur. İkinci bölümde Türkiye'de seçmen davranışları ve çalışmanın örneklemini oluşturan Ataşehir ilçesine ait genel görünüm, demografik yapı ve seçmen davranışı yine literatür taraması yapılarak ele alınmıştır. Çalışmanın son bölümü olan üçüncü bölümde ise yerel seçimlerde seçmen davranışını ortaya koymak için İstanbul'un Ataşehir ilçesinde ikamet eden vatandaşlarla anket çalışması ile yarı yapılandırılmış mülakat çalışması yapılmış ve analizine yer verilmiştir. Yapılan araştırma sonucunda sadece ilçeler arasında değil aynı ilçede mahalleler arasında dahi seçmen davranışının değiştiği gözlenmiştir.Voters are influenced by many factors such as demographic, socio-cultural, socio-psychological, political and security and are reflected in their behavior. However, just as the same factors are not effective in voter behavior in every country, it is not possible to talk about the same factors within the country, between regions, provinces, districts and even in neighborhoods. Therefore, the existence of a standard election policy for the whole of Turkey remains insufficient. Within this framework, it is aimed to put forward a district-based and even neighborhood-based election policy by identifying the factors affecting voter behavior in local elections. For this purpose, the study consists of three parts. In the first part, as a result of literature review, the conceptual and theoretical part was created by considering the voter behavior and the factors affecting voter behavior. In the second part, voter behavior in Turkey and the general view, demographic structure and voter behavior of Ataşehir district, which constitutes the sample of the study, are discussed by reviewing the literature. In the third part, which is the last part of the study, a semi-structured interview study was conducted with the citizens residing in the Ataşehir district of Istanbul to reveal the voter behavior in the local elections and its analysis was included. As a result of the research, it has been observed that voter behavior has changed not only between districts, but even between neighborhoods in the same district.
