Sustainable Agriculture Policies on Combating Poverty

Abstract

Poverty is one of the leading social and economic problems all over the world. Poverty alleviation policies, which are sometimes developed to include active state intervention and sometimes limited intervention tools of non-state actors in different intensities, express the methods of coping with this ancient problem. In this study, after briefly discussing the main approaches to the problem of poverty, it is accepted that poverty can be analysed under two headings: rural and urban poverty. In this context, rural poverty is one of the important causes of urban poverty and its elimination is possible through sustainable development policies. Studies show that poverty affects a significant portion of the world population in all its manifestations, from hunger to submission to others and loss of dignity. After the 2008 financial crisis, positive improvements in poverty trends seem to have been replaced by an increase in absolute poverty figures. In 2020, the pandemic that affected the whole world and the Russia-Ukraine War that followed, upset the macro-economic balances and added new dimensions to the poverty debates. The study supports the argument that rural poverty can be combated with methods that will contribute to sustainability such as innovative agricultural practices that can follow digital transformation, agricultural studies that will support youth and women's employment and lift vulnerable groups out of poverty, education and technological supports that will strengthen social capital, and in parallel, the pressure of one of the main drivers of urban poverty can be reduced.

Yoksulluk, tüm dünyada sosyal ve ekonomik nitelikli sorunların başında gelmektedir. Kimi zaman aktif devlet müdahalesini, kimi zaman ise devlet dışı aktörlerin sınırlı müdahale araçlarını farklı yoğunluklarda içerecek şekilde geliştirilen yoksullukla mücadele politikaları ise, bu kadim probleme yönelik baş etme metotlarını ifade etmektedir. Bu çalışmada yoksulluk sorununa ilişkin ana yaklaşımlar kısaca ele alındıktan sonra, yoksulluğun kırsal ve kentsel yoksulluk olmak üzere iki başlıkta incelenebileceği kabul edilmiştir. Bu bağlamda kırsal yoksulluk, kentlerde yaşanan yoksulluğun önemli sebeplerinden biridir ve ortadan kaldırılması, sürdürülebilir kalkınma politikaları ile mümkündür. Yapılan çalışmalar yoksulluğun, açlıktan başkalarına boyun eğme ve itibar kaybına kadar tüm tezahürleriyle dünya nüfusunun önemli bir kısmını etkilediğini göstermektedir. 2008 mali krizi sonrası dönemde yoksulluk trendlerindeki olumlu iyileşmeler yerini mutlak yoksulluk rakamlarında artışa bırakmış görünmektedir. 2020 yılında tüm dünyayı etkisi altına alan salgın ve Rusya- Ukrayna Savaşı ise, makro- iktisadi dengeleri alt üst ederek yoksulluk tartışmalarına yeni boyutlar katmıştır. Çalışmada böylesine kritik dönüşümlerin ve meydan okumaların yaşandığı günümüzde dijital dönüşümü takip edebilen yenilikçi tarımsal uygulamalar, genç ve kadın istihdamını destekleyecek ve kırılgan kesimleri yoksulluktan kurtaracak tarıma yönelik çalışmalar, sosyal sermayeyi güçlendirecek eğitim ve teknolojik desteklemeler gibi sürdürülebilirliğe katkı sağlayacak yöntemlerle kırsal yoksullukla mücadele edilebileceği, buna koşut olarak ise kent yoksulluğunun temel saiklerinden birinin baskısının azaltılabileceği savı desteklenmektedir.
