Debates on Educational Inequality in the Context of the Discussions on the Eight-Year Compulsory and Continuous Education Bill in the TGNA

Abstract

The Eight-Year Uninterrupted Compulsory Education Law was ratified by the parliament on August 16, 1997, and officially enacted on August 18, 1997, following the President’s approval. This legislation, which consolidated both primary and secondary education levels and conferred a single diploma upon completion, made a significant restructuring in the education system. Notably, it resulted in the closure and integration of the middle sections of vocational high schools, Anatolian high schools, and imam hatip high schools into the primary education framework. Before its presentation to the General Assembly of the Parliament, the bill underwent extensive public scrutiny and debate, which were subsequently echoed within the parliamentary chambers. This article scrutinizes the deliberations of deputies in the General Assembly of the Grand National Assembly of Turkey between August 14th and 16th, 1997, concerning the Eight-Year Compulsory Uninterrupted Education Bill within the context of educational disparities. Through employing critical discourse analysis, this study examines how members of parliament addressed concerns during the debates. Critics of the extension of compulsory education to eight uninterrupted years primarily emphasized the potential for exacerbating educational inequalities. They contended that children from socioeconomically disadvantaged backgrounds would bear the brunt of these consequences.

Sekiz Yıllık Kesintisiz Zorunlu Eğitim Yasası 16 Ağustos 1997 tarihinde meclisten geçmiş Cumhurbaşkanı’nın onayıyla 18 Ağustos 1997’de yasalaşmıştır. İlkokul ve ortaokul kademelerini birleştirerek tek bir diploma ile mezuniyet sağlayan bu yasa, eğitim sisteminde köklü bir değişikliği temsil ediyordu. Bu yasaya göre meslek liseleri, anadolu liseleri ve imam hatip liselerinin orta kısımları da kapatılarak ilköğretim kademesine bağlanmıştır. Tasarı Meclis Genel Kurulu’na gelmeden önce kamusal tartışmalara konu olmuştur. Bu tartışmalar mecliste de karşılık bulmuştur. Bu makale 14-16 Ağustos 1997 tarihleri arasında Sekiz Yıllık Zorunlu Kesintisiz Eğitim Yasa Tasarısı görüşmelerinde Türkiye Büyük Millet Meclisi Genel Kurul’unda milletvekillerinin söz alarak gerçekleştirdiği tartışmaları eğitim eşitsizlikleri bağlamında incelemektedir. Araştırmada veriler eleştirel söylem analizi tekniğiyle analiz edilmiştir. Meclis Genel Kurul’unda gerçekleştirilen tartışmalarda zorunlu eğitimin kesintisiz bir şekilde sekiz yıla çıkarılmasını eleştiren vekillerin, bu yasa tasarısının eğitimde eşitsizliklere neden olacağına ve sosyoekonomik olarak dezavantajlı ailelere mensup çocukların olumsuz etkileneceğine odaklandıkları dikkat çekmektedir.
