Eğitime İlişkin Sosyal Politikalar Konusunda Okul Müdürlerinin Görüşleri: Göynük İlçesi Örneği

Abstract

Bu araştırmada Türkiye’de 2003-2013 yılları arasında uygulanan eğitime ilişkin sosyal politikaların taşımalı eğitim yapan okul müdürleri tarafından nasıl algılandığının belirlenmesi amaçlanmıştır. Araştırma nitel bir araştırmadır. Veri toplama aracı olarak yarı yapılandırılmış mülakat formu kullanılmıştır. Veriler, içerik analizi yöntemiyle analiz edilmiştir. Araştırmanın çalışma grubu Bolu’nun Göynük ilçesinde taşımalı eğitim yapan beş okul müdüründen oluşmaktadır. Araştırma sonucunda okul yöneticileri ücretsiz kitap dağıtımı uygulamasının zengin ile fakir arasındaki ayrımı kaldırdığı, taşımalı eğitim uygulamasının uzakta oturan ve ekonomik yetersizliği olan çocukların eğitime kazandırılması açısından önemli katkılar sağladığı, okulların donanımının engelli öğrencilere uygun olmaması, öğretmen yetersizliği ve öğrenci taşıması için kullanılan araçların donanımının yeterli olmaması sebebiyle yetersiz olduğu, şartlı nakit transferinde, kriter olarak sadece velilerin SGK’lı olma durumunun esas alınmasının gerçekçi ve adil bir değerlendirmeyi zorlaştırdığı görüşündedirler. Okul müdürleri eğitime ilişkin sosyal politikaların yerinde, olumlu ve yararlı olduğu ancak değişen ihtiyaçları ve farklı toplumsal kesimlerin beklentilerini ve yerelin şartlarını göz önünde bulunduran politikalarla geliştirilerek sürdürülmesi gerektiği sonucuna ulaşılmıştır.

The aim of this investigation is to determine how the social policies on education between 2003 and 2013 are perceived by the school administrators who applied transported education. This is a qualitative investigation. Semi-structured interview form was used as data collection. The data were analyzed by content analysis method. The investigation was done with five school principals who administrate the transported education schools in Göynük, Bolu. At the end of the investigation, participants are of the opinion that the application of free school books removes inequality between the rich and the poor, transported education system provides significant contribution to the schooling of the students who are economically insufficient and live far away, the furnishing of the schools isn’t appropriate for the disabled, the teachers are insufficient, the equipment of the vehicles for the transporting of the students aren’t sufficient, the only criteria for the conditional cash transfer being whether the parents have SGK assurance or not obstructs a real and equitable evaluation. School administrators are of the opinion that social policies related to education are suitable, positive and useful, but these policies should be continued by improving policies which take into consideration changing needs, the expectations of different social groups and the conditions of the local.
