Kentin Yeni Getto'ları: Kapalı Konut Sitelerinin Yönetsel ve Sosyal Sorunları

Abstract

Günümüzde otoparkı, alışveriş merkezleri, sosyal tesisleri, temizlik hizmetleri sunumu gibi imkânlarıyla yaşam alanı olarak görülüp, barınma ihtiyacının yanı sıra birçok ihtiyaca kolayca erişebilme, statü elde etme veya yatırım yapma amacıyla tercih edilen kapalı konut siteleri, varlığını ispatlayarak gün geçtikçe daha çok benimsenmektedir. Ancak kapalı konut sitelerinin çeşitli problematikler taşıdığı ve hukuki, yönetsel, sosyal ve kentsel-ekolojik açılardan irdelenmeleri gerektiği görülmektedir. Bu bağlamda çalışmanın amacı da kapalı konut sitelerinin sebep olduğu problemlere farkındalık oluşturmaktır. Çalışmada nitel veri toplama tekniklerinden olan doküman incelemesi tercih edilmiş, içerik analizi ve eleştirel söylem analizi yöntemleriyle değerlendirmeler yapılmıştır. Araştırma sonucunda kapalı konut sitelerinin etkileşime olanak vermeyen mekânlar ve güvensiz bir toplum yarattığı, kentsel ve sosyal ayrışmayı arttırdığı, kamusal alana zarar verdiği, kentin fiziksel dokusunu bozduğu tespit edilmiştir.

Currently, luxury gated communities have been imagined as a habitat with its auto parks, cleaning services, recreational facilities with the thought, not only of being housing but also to access the needs, to invest and to have a status. However, it is seen that gated communities estates carry various problems in many areas and they need to be examined in terms of legal, administrative, social and urban-ecological aspects. In this context, the aim of the study is to raise awareness about the many problems about gated communities. In the study, which is one of the qualitative data collection techniques are document analysis was preferred. In this direction, content analysis and critical discourse analysis methods were used. As a result of the research, it has been found gated communities places that do not allow interaction and create an insecure society, increased urban and social segregation, damage the public space, disrupt the physical fabric of the city.
