Ekonomik Büyüme ve Çevrenin Korunması Politikaları Arasında: Gençlerde İklim Değişikliği Algısı ve Tutumlar

Abstract

Dünyanın birçok yerinde, yerel halk, çeşitli gruplara özellikle gençlere odaklanarak, çeşitli yeşil, çevreci eylemlere katılımı artırmak için politikalar izlemektedir. Diğer yandan bu yöndeki eylem çağrılarının, çevre ile ilgili sorunların daha çok uzak bir döneme yönelik riskleri barındırdığı için yeterli aksiyon alınmasını sağlayamadığı görülmektedir. Bu çalışma ‘görünür bir kirlilik’ olan müsilajdan ilham almıştır. Araştırma 2021 senesinde Marmara Denizi’nde yaygın olarak görülen ve halk arasında paniğe yol açan müsilaj sonrası gençlerde genel olarak çevrenin korunması ve iklim değişikliği konularında algı ve tutumlarını anlamayı amaçlamaktadır. 18-40 yaş grubundaki gençlerle yapılan anket çalışması göstermiştir ki çevrenin korunması ve iklim değişikliği ile ilgili farkındalık ve bireysel davranış değişiklikleri yüksek olsa da, merkezi yönetimler asıl önleyici aktör olarak görülmektedir. STK’ların ve devletin politikaları ise yeterli bulunmamaktadır. Diğer bir ilgi çekici sonuç ise ekonomik büyüme ve çevrenin korunması denklemi ile ilgilidir. Gençler her ne kadar ekonominin mevcut durumda en önemli sorun olduğunu belirtse de, tercihlerinin ekonomik büyüme ve istihdamın artırılması yerine çevrenin korunması yönünde kullanmışlardır. Kanal İstanbul Projesi belki de bu hassasiyetler doğrultusunda değerlendirilmelidir.

In many parts of the world, local people are pursuing policies to increase participation in a variety of green, environmental actions, with a focus on various groups, particularly youth. On the other hand, it is seen that the calls for action in this direction do not provide sufficient action to be taken since environmental problems involve risks for a very distant period. This work was inspired by mucilage, a 'visible impurity'. The research aims to understand the perceptions and attitudes of young people on environmental protection and climate change in general, after mucilage, which was common in the Marmara Sea in 2021 and caused panic among the public. The survey conducted with the youth with the 18-40 age group showed that although awareness and individual behavioral changes regarding environmental protection and climate change are high, central governments are seen as the main preventive actor. The policies of NGOs and the state are not sufficient. Another interesting result is related to the equation of economic growth and environmental protection. Although the youth stated that the economy is the most important problem in the current situation, they used their preferences for the protection of the environment rather than economic growth and increasing employment. The research reveals that The Kanal Istanbul Project should be evaluated in line with these sensitivities.
