School Administration in Turkey from Head Teachership to Management

Abstract

Discussions on the acceptance of school administration as a field of expertise and its professionalization continue. With the Teaching Profession Law, school administration was expected to become a profession, but such a regulation was not made with the law. What could be the obstacle for school administration to become a profession of specialization in terms of social, political, bureaucratic and educational aspects? Do the roles and responsibilities, and the authority and rights of the school administrator, prevent it from specializing? How do the competencies of school administrators affect specialization and professionalization? What is the role, effect and position of higher education in the professionalization of school administration? In this paper, the history of school administration in Turkey is examined in terms of its effects on the acceptance of school administration as a field of expertise.

Okul yöneticiliğinin bir uzmanlık alanı olarak kabul edilmesi ve meslekleşmesi tartışmaları devam etmektedir. Öğretmenlik Meslek Kanunu ile okul yöneticiliğinin de meslekleşmesi bekleniyordu ancak söz konusu kanunla böyle bir düzenleme yapılmadı. Okul yöneticiliğinin sosyal, politik, bürokatik ve eğitsel açıdan, bir uzmanlık mesleği olmasının önündeki engel ne olabilir? Okul yöneticiliğinin üstlendiği rol ve sorumlukluklar ile yetki ve hakları, uzmanlaşmasını engellemekte midir? Okul yöneticilerinin yetkinlikleri, uzmanlaşma ve meslekleşmeyi nasıl etkilemektedir? Okul yöneticiliğinin meslekleşmesinde yükseköğretimin rolü, etkisi ve payı nedir? Bu makalede Türkiye’de okul yöneticiliğinin tarihi, okul yöneticiliğinin bir uzmanlık alanı olarak Kabul edilmesine etkileri bakımından incelenmektedir.
