Is a Cosmopolitan Democracy Possible in the 21st Century?

Abstract

This paper discusses cosmopolitan democracy, one of the projects put forward to solve the negative consequences of the dynamic nature of the globalization process. In this respect, the main arguments of cosmopolitan democrats and schools of critical approach to this project are discussed. The main research question of this study is whether the cosmopolitan democracy project can solve the problems created by globalization. In this context, different approaches of schools were tried to be analyzed within the framework of current global problems against reform proposals for intergovernmental institutions, especially the United Nations. The main research question of the study is whether the cosmopolitan democracy project can bring solutions to the problems created by globalization.

Bu çalışma, küreselleşme sürecinin dinamik yapısından kaynaklanan olumsuz sonuçlarına çözüm üretebilmek için ortaya atılan projelerden biri olan kozmopolitan demokrasiyi tartışmaktadır. Bu doğrultuda kozmopolitan demokratların ve bu projeye eleştirel yaklaşan ekollerin temel savları ele alınmıştır. Bu çerçevede çalışmanın temel araştırma sorusu, kozmopolitan demokrasi projesinin, küreselleşmenin yarattığı sorunlara çözüm getirip getiremeyeceğidir. Bu bağlamda, Birleşmiş Milletler başta olmak üzere hükümetler arası kurumlara yönelik reform önerilerine karşı, ekollerin farklı yaklaşımları, güncel küresel sorunlar çerçevesinde analiz edilmeye çalışılmıştır. Çalışmanın temel araştırma sorusu, kozmopolitan demokrasi projesinin, küreselleşmenin yarattığı sorunlara çözüm getirip getiremeyeceğidir.
