Entegrasyon teorileri bağlamında Avrupa bütünleşmesi

Abstract

Uluslararası örgütlerin ve kuruluşlarının sayısının ve etkinliğinin hızla arttığı bir sistemde entegrasyon teorileri, klasik uluslararası ilişkiler teorilerinin açıklamakta yetersiz kaldığı durumlar için bir rehber olmuştur. Uluslararası ilişkilerin hâkim teorisi realizmin, Avrupa'daki süreci açıklamada tek başına yetersiz kalması uluslararası ilişkiler literatürünü yeni çalışmalara mahkûm bırakmış ve böylece bütünleşme süreçlerini anlamaya yarayacak yeni kuramların kavramlaşmasına sebebiyet vermiştir. Bu çerçevede, Uluslararası sistemin yapısı ve dönüşümü yalnızca Avrupa açısından değil günümüz modern çağının oluşumu bakımından irdelenmiştir. Zira Avrupa'nın tarihi, bir bakıma modern dünyanın tarihi olmak durumunda kalmıştır. Çalışmanın Girişi takip eden ikinci bölümünde, bu bağlam ele alınırken, kısmen kronolojiye de sadık kalınarak tarihte nedensellik ilkesi yöntem olarak kullanılmıştır. Üçüncü bölümde, yine tarihte nedensellik ilkesine bağlı kalmakla beraber AB'nin de ilk kuruluş yıllarına denk gelen 1950'lerin ampirik sosyal bilim yapma akımından faydalanılarak bütünleşmenin gerekçeleri açıklanmıştır. Dördüncü bölümde ise tarihsel süreçlere eş güdümlü olarak farklı teorilerin devam eden entegrasyonu nasıl ve hangi yöntemlerle açıkladığına dair bir anlamda diyalektik bir yöntem geliştirilmiş ve aynı tarihsel olayın farklı teorilerle zaman zaman çatışan yaklaşımları da çalışmaya yansıtılmıştır. Bu çalışmanın amacı Pax Europeana hareketini teorik arka planını oluşturan federalizm, fonksiyonalizm, neo-fonksiyonalizm, hükümetlerarasıcılık, liberal hükümetlerarasıcılık ve çok düzlemli yönetişim bağlamında değerlendirmek kadar Avrupa'yı birlik olmaya iten v tarihsel nedenler ve sistemin gerekliliklerinin incelenmesidir. Avrupa coğrafyasının neden barışa ihtiyaç duyduğu ve bunu nasıl dinamiklerle açıkladığı ise bu tezin temel sorusunu oluşturmuştur. AB'nin tarihsel süreci, genişlemesi, kurumsal yapısı hakkında yazılmış onca kaynağa karşın teorik anlamda ele alınmış Türkçe kaynak sayısının sınırlı olması da bu konuya yönelmenin temel güdüsü olmuştur.

In a system where the multiplicity and effectiveness of international organizations is increasing rapidly, integration theories have become a guide for situations where classical theories of international relations are insufficient to explain. The fact that realism, which is the dominant theory of international relations, is not sufficient to explain the process in Europe has forced the literature of international relations to new studies and has led to the conceptualization of new theories that will understand the processes of integration. The structure and transformation of the international system have been examined not only in terms of Europe but also in the modern era. Certainly, the history of Europe had to be, in a sense, the history of the modern world. In the second part of the study, the principle of causality in history was used as a method partly depending on chronology. In the third chapter, the reasons of integration are explained by using the empirical social science flow of the 1950s, which also corresponds to the first founding years of the EU, while still adhering to the principle of causality. In the fourth chapter, the differences in how and with which methods of the continuous integration of different theories co-ordinated with historical processes have developed a dialectical method in a sense and the conflicting approaches of the same historical event with different theories are also reflected in the study. The aim of this study is to examine the historical background and the requirements of the system, which compel Europe to unity as much as the theoretical evaluation of Pax Europeana in the context of federalism, functionalism, vii neo-functionalism, intergovernmentalism, liberal intergovernmentalism and multilevel governance. The question of why European geography needs peace and how it explains it in a dynamic way has been the main problem of this thesis. The fact that the number of Turkish sources discussed in the theoretical sense is limited despite all the sources written about the historical process, enlargement and institutional structure of the EU is one of the factors in my review.
