Osmanlı diplomatikasında beylerbeyi ve sancakbeyi arz, mektup ve buyurulduları (15-16. yüzyıllar)

Abstract

Bu tez, Osmanlı İmparatorluğu'nun taşradaki idari ve askeri görevlileri olan beylerbeyi ile taşrada beylerbeyine bağlı olarak görev yapan, askeri ve idari görevleri olan sancakbeylerinin ürettikleri arz, mektup ve buyurulduları incelemektedir. Osmanlı İmparatorluğu'nun kuruluşundan 16. Yüzyılın sonuna kadar kadar beylerbeyi ve sancakbeyleri tarafından üretilen arz, mektup ve buyurulduların günümüze ulaşan orijinal belgeler, suretler veya bunların neşirleri esas alınarak diplomatik bakımdan değerlendirilmiştir. Bu metinlerde yer alan Türkçe belgelerin kronolojik diplomatik gelişim ve değişim süreci bütüncül bir yaklaşımla incelenmiştir. Osmanlı İmparatorluğu'nun yönetim mekanizması olan Div?n-ı Hüm?yûn'dan çıkan kararlar eyaletlerde beylerbeyi ve sancaklarda sancakbeylerine gönderilmekteydi. Bu bağlamda eyaletlerde beylerbeyinin başkanlık ettiği divanların kurulması, divanda yer alan bürokratik görevliler ve bu görevlilerin görev ve sorumlulukları, beylerbeyi adına düzenlenen belgeler ve beylerbeyi ve sancakbeyinin kendi hazırlamış olduğu arz, mektup ve buyuruldu türü belgeler birinci bölümde incelenmiştir. 15 ve 16. yüzyıllarda beylerbeyi ve sancakbeylerinin yazmış olduğu arz, mektup ve buyurulduların şekil ve üslub özelliklerinin değişimi kronolojik ve sistematik olarak incelenmiş olup bu belgelerin diplomatik bakımdan incelenmesi ikinci bölüm kapsamında ele alınmıştır. Tezin üçüncü bölümü ise 15 ve 16. yüzyıllar arasında yazılmış olduğu tespit edilen beylerbeyi ve sancakbeyi arz, mektup ve buyuruldularının kronolojik olarak düzenlenmiş belge görselleri, transkripsiyonları ve özet listelerine ayrılmıştır.

This dissertation examines the desires, letters, and commands produced by the beylerbeyi, the administrative and military officials of the Ottoman Empire in the provinces, and the sanjakbeys, who served under the beylerbeyi in the provinces and had military and administrative duties. From the foundation of the Ottoman Empire until the conclusion of the 16th century, the original documents, copies, or reprints of the original documents, letters, and orders produced by the beylerbeyi and sanjakbeys are evaluated diplomatically. The chronological diplomatic development and change process of the Turkish documents in these texts is analyzed with a holistic approach. The decisions of the Divân-ı Hümâyûn, the administrative mechanism of the Ottoman Empire, were transmitted to the beylerbeyi in the provinces and the sanjakbeys in the sanjaks. In this context, the establishment of divans chaired by the beylerbeyi in the provinces, the bureaucratic officials in the divan and their duties and responsibilities, the documents issued on behalf of the beylerbeyi, and the documents prepared by the beylerbeyi and the sanjakbey in the form of desires, letters and buyuruldu are analyzed in the first section. In the 15th and 16th centuries, the changes in the form and style of the desires, letters, and buyuruldu written by the beylerbeyi and sanjakbeys are analyzed in chronological order and in a systematic manner. Additionally, the diplomatic analysis of these documents is discussed in the second chapter. The third and final section of the thesis is dedicated to the chronologically organized document images, transcriptions, and summary lists of the beylerbeyi and sanjakbeyi arz, letters, and buyuruldus written between the 15th and 16th centuries.
