Züvvarına mahsus rehber isimli eseri ve Osmanlı devleti’ nde askeri müzenin kuruluşu

Abstract

ÖZET Osmanlı Devleti’nin gündemine modern manada bir askeri müzenin açılışı fikri Sultan Abdülmecid devrinde Ahmet Fethi Paşa’nın çabaları ile girmişti. Sultan Abdülmecid’in izniyle mevcut eski silah ve mühimmatlardan yapılan seçkiden Aya İrini’de sınırlı bir koleksiyon oluşturulmuş, bu koleksiyon da sadece seçkin misafirlere açık tutulmuştu. Gerçek manada modern bir askeri müze kurulması fikri II. Abdülhamid devrinin sonlarına doğru Ahmet Muhtar Paşa’nın gayretleri ile yeniden devletin gündemine alınarak açılması planlanan müze için bir komisyon teşkil edilmiş ancak proje sonradan II. Abdülhamid tarafından rafa kaldırılmıştı. Meşrutiyet’in yeniden ilanından sonra devletin içinde bulunduğu mali zorluklara rağmen Mahmut Şevket Paşa’nın desteği ile ilk önce Esliha-ı Askeriye Müzesi ardından da Müze-i Askeri-i Osmani ismiyle bir müze tesis edilerek müdürlüğüne Ahmet Muhtar Paşa getirildi. Ahmet Muhtar Paşa’nın müze müdürlüğü sırasında oğlu Osman Sermed Muhtar (Alus), Umur-ı Fenniye ve Tarihiye Kâtibi olarak Askeri Müze’de çalışmaya başlamış, babasının isteği üzerine Fransızca ve Türkçe olmak üzere bir müze rehberi hazırlamaya başlamıştır. Osman Sermet Muhtar tarafından kaleme alınan bu eser 1920-1922 yılları arasında Topkapı Saray-ı Hümâyunu Meydanında Kaʿin Müze-i ʿAskerî-i ʿOsmânî Züvvârına Mahsûs Rehber ismi ile yayınlanmıştır. Aynı eserin Fransızcası da Musée militaire ottoman, situé à Ste-Irène, Place de Top-Kapou-Sérail: Guide ismiyle yine aynı matbaada basılmıştır. Sermet Muhtar’ın eseri bir müze rehberinin çok ötesine geçerek müzede sergilenen silah ve mühimmat hakkındaki bilgilerin yanı sıra Osmanlı ve Avrupa askeri tarihi, Osmanlı ordusunun organizasyonu, Aya İrini ile birlikte İstanbul’un tarihi gibi konuları içeren detaylı bir çalışma haline gelmiştir. Bu yönüyle eser aynı zamanda bir askeri tarih kitabıdır. Osmanlı Askeri Müze’sinin tarihi ve içerdiği koleksiyonların ötesinde Osmanlı askeri tarihi alanında bir kaynak teşkil etmektedir. The idea of establishing a modern military museum was brought to the attention of the Ottoman State by Ahmet Fethi Pasha during the reign of Sultan Abdulmecid (1839-1861). Upon the approval of the sultan, Ahmet Fethi Pasha put together a collection of arms, armor and other historical military equipment chosen among the heaps of such material in Saint Irene Church which had been used as a state arsenal. Being far from a military museum, this was still a private collection which was exhibited to the special guests of the sultan and the state upon request. The idea once again put into the state’s agenda through the efforts of Ahmet Muhtar Pasha during the end of Sultan Abdulhamid II’s reign. Even though the sultan initially showed great enthusiasm and ordered formation of a committee to make necessary arrangement to establish an Ottoman military museum, the project was later abandoned by the Yıldız Palace for unknown reasons. Following the declaration of the Second Constitution, the new Minister of War, Mahmud Şevket Pasha reinitiated the project to establish a military museum and a military museum was formed under the directorship of Ahmet Muhtar Pasha despite financial difficulties. During the directorship of Ahmet Muhtar Pasha, his son Osman Sermed Muhtar, who started to work in the museum as a clerk, was charged to prepare a guide both in Ottoman Turkish and French for the visitors of the Ottoman Military Museum. Osman Sermet Muhtar’s guide was published under the Turkish title "Topkapı Saray-ı Hümâyunu Meydanında Kâʿin Müze-i ʿAskerî-i ʿOsmânî Züvvârına Mahsûs Rehber" between 1920-1922 in three volumes. Its French version was published by the same publishing house under the title; Musée militaire ottoman, situé à Ste-Irène, Place de Top-Kapou-Sérail: Guide in the same years. Sermet Muhtar’s work constitutes something more than a guide since it includes not only the descriptions of the museum’s collection but also information on Ottoman and European military history, arms, armor and military equipment used in different periods of history as well as the history of Saint Irene and the city of Istanbul. With such specifications, the book constitutes a valuable source for the history of the Ottoman Military Museum as well as Ottoman military history.
